Chairman Thueson called the meeting to order at 7:02 p.m. Present: Chairman Thueson, Commissioners Finwall, Heimdahl, Holmes, Larson, Mino, Summers Absent: Councilmember Junker Staff: Community Development Director Gladhill, Planning Manager Robinson APPROVAL OF MINUTES Possible approval of minutes of November 9, 2022 regular meeting Commissioner Holmes requested that on page 4 the words “on the house itself” be stricken, the word “garage” be stricken, and a comma added before the phrase “that ensures the garage design is compatible . . .” Commissioner Mino requested that on page 11 under Discuss Workshop Dates, the word “we” be stricken before the phrase “should look at ADU design.” Motion by Commissioner Mino, seconded by Commissioner Holmes, to approve the minutes of the November 9, 2022 regular meeting as amended. Motion passed 6-0-1 with Commissioner Summers abstaining. OPEN FORUM There were no public comments. CONSENT AGENDA Case No. CD 2022-64: Consider Design of an Accessory Dwelling Unit for 919 5th Ave South; Case of Noel Molloy (Staff Reviewer: Ben Gutknecht, 651-430-8818) Case No. CD 2022-70: Design Review of a Proposed Addition for 704 5th St N; Case of David and Kristen M. DeLeon (Staff Reviewer: Yasmine Robinson, 651-430-8822) Motion by Commissioner Mino, seconded by Commissioner Summers, to adopt the Consent Agenda. All in favor. PUBLIC HEARINGS There were no public hearings. UNFINISHED BUSINESS Case No. CD 2022-76: Consider Design Permit to Approve New Dwelling Design at 303 St. Croix Ave W; Case of Preferred Builders (Staff Reviewer: Yasmine Robinson, 651-430-8822). Planning Manager Robinson reviewed the case, which was tabled by the HPC on November 9, 2022. The applicant has updated the proposed design per comments received at the meeting and has resubmitted for consideration. 1) Exterior material treatment is consistent between the front, rear and side façades, including the gabled ends. 2) The front porch posts have been amended to include additional architectural details and finishing. 3) The detached garage has been modified to reduce Heritage Preservation Commission Meeting December 14, 2022 Page 2 of 3 width by moving the service door to the side, reduce height by eliminating the attic, and the square footage of the garage is 585 square feet. 4) The location of the large tree has been identified as being located in the driveway. The applicant investigated the option of retaining the tree, but concluded that the construction at the site would damage the root system. 5) New tree planting locations have been identified. The applicant, Preferred Builders, is seeking a Design Permit for a new two-story single- family, approximately 2,500 total square foot home. Staff recommends approval with two conditions. Cherie Snow and Tim Fistrum, Preferred Builders, provided siding samples. Commissioner Larson voiced appreciation for the applicants’ responsiveness in making design changes, and said the revised garage proportions will fit the neighborhood much better. Commissioner Holmes said, while tapered arts and crafts columns are used a lot, they are perhaps not as historically accurate as a straight column. He suggested giving the applicant their choice of using straight or tapered columns. Motion by Commissioner Mino, seconded by Commissioner Larson, to approve the Design Permit for a New Dwelling Design at 303 St. Croix Ave W. with the two staff-recommended conditions, and the note that there is flexibility for the applicant to use straight or tapered columns. All in favor. NEW BUSINESS There was no new business. OTHER DISCUSSION ITEMS There were no other discussion items. FYI Case No. CD 2022-80: INFO ONLY: Demolition Permit for 708 Pine Tree Trail (No Packet Materials) Ms. Robinson informed the Commission that a demolition permit application for this property, which is outside the Neighborhood Conservation District, will be coming in the near future. Case No. CD 2022-81: INFO ONLY: Demolition Permit for 513 Owens Street North (No Packet Materials) Ms. Robinson informed the Commission that an emergency demolition permit application for this property will be coming. She and the building official conducted an inspection two weeks ago and the building was determined to be unsafe. When the property owner was excavating the foundation, under a permit, the condition was found to be so poor that the property owner could not get any stabilization companies to work on the structure. Commissioner Larson asked if the demolition permit process applies to all districts or just the Neighborhood Conservation District (NCD), and Ms. Robinson replied the demolition permit process applies to any pre-1946 structure whether inside or outside the NCD. Commissioner Larson asked if it is common to allow a property owner to demolish a house without receiving an indication of what the property owner intends to build in its place. Mr. Gladhill replied that if deemed hazardous, a structure may be permitted to be demolished before the property owner submits a new building design. The property owner in this case will need to apply for a design permit but the design permit won’t be tied directly to the demolition permit. Commissioner Summers asked, is it required that an equivalent structure go back in its place? Mr. Gladhill said he does not know that the City can require that a structure be built there, however the property must be used consistently with zoning code and design guidelines. Heritage Preservation Commission Meeting December 14, 2022 Page 3 of 3 Commissioner Summers explained the reason for his question is that it could be the case that the owner of this property could be the owner of the Harbor Bar next door. Mr. Gladhill responded, if the concern is that the Harbor Bar would expand, current zoning would preclude that. There would be a public process to have a zoning amendment and change the zoning map. Mr. Gladhill reminded the Commission the January and February meetings will start at 5:30 for workshops prior to the regular meetings. ADJOURNMENT Motion by Commissioner Holmes, seconded by Commissioner Summers, to adjourn. All in favor.
