Mayor Kozlowski called the meeting to order at 4:34 p.m. Present: Mayor Kozlowski, Councilmembers Collins, Junker (via Zoom), Odebrecht, Polehna Absent: None Staff present: OTHER BUSINESS City Administrator Kohlmann City Attorney Land City Clerk Wolf Community Development Director Gladhill Finance Director Provos Fire Chief Glaser Police Chief Mueller Public Works Director Sanders Library Director Troendle St. Croix Rec Center Manager Brady Legislative Priorities Discussion City Administrator Kohlmann outlined possible projects for which to request funding in the 2023 State bonding bill: $12.5 million park improvements (Lumberjack Landing, Bridgeview Park and Lowell Park Pavilion); $20 million Rec Center expansion (to be matched by non -City -affiliated fundraising); and $3.6 million for downtown street light replacement. The next steps will be to bring a resolution to the January 17 meeting and to coordinate a meeting with legislators. Traffic Safety Committee Discussion Public Works Director Sanders explained that the Traffic Safety Committee, created in 2009 as a forum for citizens to request stop signs, crosswalks and so on, has not had many agenda items in the last few years and it is hard to get quorums. If the Council wishes to disband the committee, he and Chief Mueller can meet with citizens as needed instead. Council consensus was that it would be OK to dissolve the committee after staff polls committee members to see what they think. Highway 36 Jurisdictional Boundary Reque_at Public Works Director Sanders explained that east of Washington Avenue, MnDOT wants to turn back the Frontage Road and would prefer to turn it back to one city rather than two cities. MnDOT is requesting a boundary change so that from County Road 5/Stillwater Boulevard to Greeley Street, the Frontage Road would be all in Oak Park Heights, and Oak Park Heights has agreed in concept to this. City Council Meeting January 3, 2023 Fire Chief Glaser remarked that in the past, Local Government Aid (LGA) has been based in part on vehicle accidents, so the boundary change could possibly impact LGA. The Council directed staff to look into LGA, and if there would be no loss of aid, then to proceed with the boundary change. STAFF REPORTS Public Works Director Sanders reported that he has been working with MnDOT on ways to improve pedestrian safety downtown. MnDOT proposes to create a pedestrian refuge/island by eliminating parking on both sides of the road near Staples Mill and Terra Springs, and installing pylons to channel the traffic. MnDOT would cover initial costs of striping and pylons. After that the City would install the pylons annually in the spring and remove them in the fall. Councilmembers voiced support for the proposal, and Councilmember Junker added that a number of people in Staples Mill and Terra Springs are also supportive. Police Chief Mueller updated the Council on staffing. He recapped the incident involving the death of George Musser, voicing appreciation for the City's support of his family and the officers providing assistance. Fire Chief Glaser stated 2022 had a record number of calls (5% increase). He gave staffing updates, reported that the World Snow Sculpting Championship preparations are in place, and stated today's blood drive had 30 donors. Finance Director Provos stated four proposals on the Enterprise Resource Planning software were received and a recommendation will be presented in late February. Community Development Director Gladhill reported that the Passport parking system is now live. Public engagement workshops on potential parking fee changes will be scheduled in February. The Heritage Preservation Commission and Planning Commission are expected to see an increase in applications the first quarter of 2023. City Clerk Wolf stated the Board of Appeal and Equalization/Open Book Meetings are tentatively set for April. City Attorney Land stated re -codification of the entire City Code is beginning. City Administrator Kohlmann reminded the Council of the World Snow Sculpting Championship kickoff events. St. Croix Rec Center Manager Brady provided an update on activities and noted the request for the purchase of an ice resurfacer is on tonight's Consent Agenda. Library Director Troendle promoted the winter reading program and stated there will be a Hitchcock speaker January 18. RECOGNITIONS OR PRESENTATIONS There were no recognitions or presentations. OPEN FORUM Mayor Kozlowski noted a number of people came to the last meeting regarding an emergency housing proposal. City Attorney Land confirmed there are inconsistencies between the zoning and land use for the area, which has been eyed for possible emergency housing; a moratorium could be enacted to give the Council time to study the issues. The Council directed staff to draft a moratorium on planning applications for the Business Park Commercial area to study zoning. Mayor Kozlowski asked for ideas of ways for people to designate memorials downtown. NEW BUSINESS Downtown Manhole Rehabilitation Project Approval of Plans and Specs and Authorize to Bid Public Works Director Sanders stated the Downtown Manhole Rehabilitation Project drew only one bid last fall, which was ultimately rejected because it would have put the project over the budgeted amount of $400,000. With a new construction season approaching, staff would like to re -advertise and conduct the bid opening February 2, 2023. Motion by Councilmember Polehna, seconded by Councilmember Collins, to adopt Resolution 2023-010, Approving Plans & Specifications and Ordering Advertisement for Bids for the Downtown Manhole Rehabilitation Project. All in favor. Council Representative Appointments to Boards and Commissions City Clerk Wolf provided the suggested 2023 assignments for discussion. Motion by Councilmember Polehna, seconded by Councilmember Junker, to adopt Resolution 2023-011, Designation of Council Representatives for 2023 Boards and Commissions. All in favor. Designation of Vice Mayor Motion by Mayor Kozlowski, seconded by Councilmember Collins, to adopt Resolution 2023- 012, Designating Council Vice Mayor for 2023. All in favor.
