Mayor Kozlowski called the meeting to order at 6:30 p.m. Present: Mayor Kozlowski, Councilmembers Collins, 0debrecht, Polehna Absent: Councilmember Junker Staff present: City Administrator Kohlmann, City Attorney Land, Attorney Sienko Motion by Councilmember Collins, seconded by Councilmember Odebrecht, to move into closed session to discuss attorney -client privileged communication regarding White Bear Lake vs DNR Litigation pursuant to Minn. Stat. §13D.05, Subd. 3(b) at 6:31 pm. All in favor. Motion by Councilmember Polehna, seconded by Councilmember 0debrecht, to adjourn the closed session. All in favor. The meeting was adjourned at 6:47 p.m. RECESS Mayor Kozlowski recessed the meeting until the 7:00 p.m. regular meeting. REGULAR MEETING Mayor Kozlowski called the meeting to order at 7:06 p.m. Present: Mayor Kozlowski, Councilmembers Collins, Junker (via Zoom), 0debrecht (arrived at 7:40 p.m.), Polehna None City Administrator Kohlmann City Attorney Land City Clerk Wolf Community Development Director Gladhill Finance Director Provos Police Chief Mueller Public Works Director Sanders PLEDGE OF ALLEGIANCE Mayor Kozlowski led the Council and audience in the Pledge of Allegiance. RECOGNITIONS OR PRESENTATIONS Council Service Award for Commissioner Maureen Bell (Library Board Christensen (Parks a nd Recreation Commission) Mayor Kozlowski and the Council recognized Maureen Bell for over on the Board of Library Trustees, and Scott Christensen for over 15 Parks and Recreation Commission. Proclamation - Stillwater Area High School Mountain Bike Team 7:00 P.M. of Trustees) and Scott nine years of service years of service on the City Council Meeting December 20, 2022 Mayor Kozlowski and the Council applauded the accomplishments of the Stillwater Area High School Mountain Bike Team and proclaimed December 21, 2022 as SAHS Mountain Bike Team Day. OPEN FORUM John Hodler, 2403 Pond Circle, asked that the City assist Washington County's implementation of the Emergency Housing Project. Mayor Kozlowski stated the Council is aware of the project, however rezoning parts of the commercial district to accommodate housing would involve a process far too lengthy for Washington County's anticipated timeline. City Administrator Kohlmann confirmed that, in several meetings with Washington County, it was determined that the 1-2 year timeline to go through the process of rezoning would far exceed the County's timeline. Louise Hansen, Rivertown Commons resident, inquired about bridge lights, and Councilmember Junker replied that per the vendor, people are tampering with the cords. STAFF REPORTS Public Works Director Sanders gave project updates and explained snow clearing priorities. Police Chief Mueller reported that Lakeview Hospital and the Fire Department stand ready to respond to emergencies during the upcoming snowstorm. He commended Resource Officer Brad Junker for his work on community events. He stated that he spoke at Century College on mental health; reported on personnel openings; and said Officer Tennison got a grant for defibrillators. Finance Director Provos reported the decertification for the Long Lake Villas Tax Increment Financing District will be filed and the property will go back on the tax levy. Community Development Director Gladhill gave updates on downtown parking; planning and inspections workload; and said the abatement schedule is delayed due to scheduling with the contractor. City Clerk Wolf said the City newsletter will be mailed tomorrow; Waste Management rates will increase January 1; and Zoom will no longer be available for the public to attend Council meetings. City Administrator Kohlmann reminded the Council of future discussions on the legislative agenda, facility use report, and long range financial planning. The Snow Sculpting Championship is requesting ideas for the sculpture that will represent the City. Councilmember Junker pointed out that this will be the 25th year of St. Croix Caterers Inc. handling the management of the ice arenas with no increase in cost. Motion by Councilmember Junker, seconded by Councilmember Polehna, to adopt the Consent Agenda. All in favor. PUBLIC HEARINGS There were no public hearings. UNFINISHED BUSINESS White Bear Lake Lawsuit Consultant Agreement Mayor Kozlowski noted the last minute addition to the agenda to approve the scope of work for LRE Water to do a water study on City wells relative to the DNR-White Bear Lake lawsuit. Motion by Councilmember Odebrecht, seconded by Councilmember Collins, to approve the White Bear Lake Lawsuit Consultant Agreement. All in favor. NEW BUSINESS Feasibility Report for 2023 Street Improvement Project Public Works Director Sanders presented the feasibility study for the 2023 street improvement project. There are 3.41 miles of streets proposed for improvements, 2.45 miles of mill and overlay, and 0.96 miles of full pavement reconstruction. Total cost will be $2.2 million, funded through City funds and assessments. Staff recommends that the Council accept the feasibility report and order a public hearing for January 17, 2023. All in favor. Fee Schedule for 2023 City Clerk Wolf presented the staff recommendations for fee adjustments for 2023. Motion by Councilmember Collins, seconded by Councilmember Polehna, to adopt Resolution 2022-172, Approving the City of Stillwater 2023 Fee Schedule. All in favor. COUNCIL REQUEST ITEMS There were no Council request items. ADJOURNMENT Motion by Councilmember Polehna, seconded by Councilmember Collins, to adjourn. All in favor.
