Chairwoman Johnson called the meeting to order at 7:00 p.m. Present: Chair Johnson, Commissioners Larson, Lehmann, Macswain, Quie, Souter, Councilmember Polehna Absent: Commissioner Christensen Staff: Parks Superintendent Grode, Public Works Director Sanders APPROVAL OF MINUTES Possible approval of minutes of September 26, 2022 meeting Commissioner Macswain recalled that during the September 26, 2022 meeting, there was a correction to the August 22, 2022 meeting minutes. (The correction was not heard on the recording due to poor audio.) Motion by Commissioner Souter, seconded by Commissioner Quie, to approve the minutes of the September 26, 2022 meeting as amended, including a correction made to the August 22, 2022 meeting minutes. All in favor. OPEN FORUM There were no public comments. NEW BUSINESS Introductions of New Commission Members Commissioners and Mr. Grode introduced themselves and welcomed Commissioners Kristi Larson and Megan Lehmann. UNFINISHED BUSINESS There was no unfinished business. DISCUSSION ITEMS Project Updates Superintendent Grode noted the following: 1) tennis courts in Settlers Park are 80-90% completed 2) base trails and A.D.A. access connecting Meadowlark and Anez Ridge playgrounds with nearby roads should be completed this fall and paved next year 3) swings in Meadowlark will be painted Parks and Recreation Commission Meeting October 24, 2022 Page 2 of 3 4) the flagpole at South Lowell park, the pergola at the pedestrian plaza restrooms and the large gazebo shelter at Teddy Bear Park were painted 5) park signage has been inventoried, existing signs painted and locations identified where signs are needed, for installation this winter 6) debris and two boats were removed from a Croixwood neighborhood as requested by a neighbor, and staff will continue clean-up of the island as weather allows 7) renovation of steps at the Sunken Garden was cut from the CIP request for 2023 and pushed to 2024, and grants will be sought to help fund the cost. Councilmember Polehna noted the Rotary Club donation of benches and bike rack for the riverfront trail. Mr. Grode added that several memorial benches have been placed and one memorial tree will be planted this week. The number of benches at Lowell and Pioneer Parks is maxed out. He went on to state that Chestnut Street construction is ongoing, and Councilmember Polehna explained that from Main to Water Streets, there is a 96” diameter pipe under the plaza which has caused a slowdown and temporary closure. Event Updates Mr. Grode said the Fall Art Festival and Harvest Fest were held, the Farmers’ Market and Haunted Trolley Tours run through October. The Veterans Day ceremony will be November 11, the Turkey Trot will be November 24. Applications have been received for the Water Street Inn ice rink in parking Lot 4, and for the World Snow Sculpting Championships January 18-22, 2023. He explained that returning event applications no longer come to the Commission unless there is something dramatically different with the application; instead they will be reviewed by staff then go to the City Council for final approval. Capital Improvement Updates Mr. Grode stated that the skateboard park project has been pushed back, and Councilmember Polehna added that the Council is leaning toward a site adjacent to the Dog Park. Mr. Grode said there have been a few equipment replacement purchases. In addition to what was already discussed above, the next capital projects will be replacement of the playground at the Old Athletic Field and the wooden playground area at Washington Square; also replacing play surfaces at Teddy Bear Park, and a water fountain at Benson Park. Councilmember Polehna added that the City Council will be going back to the legislature to request funding for Lumberjack Landing. He asked about the ice rink at the Old Athletic Field. Mr. Grode replied that the volleyball courts there have a deep sand base which makes it take longer for ice to form, so staff is looking at replacing the top layer of sand with soil. Councilmember Polehna said the City should have a capital trail maintenance plan. He noted there are some horrible bike trails that need work near Liberty, Legends, and Highway 5. Commissioner Macswain recalled discussion with former Parks Commissioner Brandt about a County effort underway to determine when trails were built and when they require repairs. Commissioner Souter noted that Millbrook trails are bad too. She will follow up with former Commissioner Brandt. The ballfield at Public Works Park doesn’t have a completed outfield fence and the foul lines don’t have fencing to keep vehicles from vandalizing the field, which has happened quite often in the past. The ballfield at Millbrook Park has had a temporary outfield fence which is installed and removed each year and also does not have fencing along the foul lines to protect the field from potential vandalism. The Stillwater Area Baseball Association (SABA) has approached the City to help with these improvements to both of these ballfields that would mutually benefit the City and the Baseball Association. SABA is willing to pay up to $20,000 towards adding fencing, mow strips, gates, outfield wind screen, yellow capping and ag lime for warning track. The City has up to approximately $20,000 in remaining funds from the tennis court project at Settler’s Park, which came in under what was budgeted in the Capital Improvement Plan. The Baseball Association is proposing to split the cost for these upgrades to these ballfields with the City of Stillwater which would significantly benefit the City and the other various users of those park amenities. Attached is the lowest bid (of 4 estimates) to complete this project in early Spring of 2023, if approved. RECOMMENDATION Staff is recommending the City and SABA each contribute half of the cost (up to $20,000 each) towards the construction of new fencing, gates and fence mow strips at Public Works Park and Millbrook Park. ACTION REQUESTED If the Parks and Recreation Commission agrees with the staff recommendation, they should vote to recommend to City Council for the City of Stillwater and SABA to each contribute 50% (up to $20,000 each) to install fencing upgrades at both Public Works and Millbrook Parks. The existing playground structure at Old Athletic Field was installed in 2002 and the existing wooden playground structure at Washington Square Park was installed in 1996. For next year, we are only planning to replace the wooden structure at Washington Square Park and match the new replacement playground structure with the rest of the existing playground equipment. Typically, the average useful life of a playground structure is around 15-20 years old, depending on how much usage it gets. Also, most playground equipment warranties end after 15 years and finding replacement parts gets very difficult and costly. The City also plans to make improvements for accessibility when upgrading or replacing play structures. This will include accessible walks/trails and engineered wood fiber (mulch), which is also ADA accessible. Attached are proposed designs for each park that fit within the current budget and allow for installation costs. RECOMMENDATION Staff is recommending that the City moves forward with the attached proposals for playground replacements with Burke playground equipment from St. Croix Recreation, which is located in Stillwater. Their proposals are through the State Contract. ACTION REQUESTED If the Parks and Recreation Commission agrees with the staff recommendation, they should vote to recommend to City Council for the approval of the attached playground replacement proposals for 2023. For many years the only swings available for kids to use together were tire swings, which are fun and challenging but presented opportunities for improvement. Tire swings are able to rotate and pivot in all directions, often in an unpredictable manner and, because they aren’t easy to propel while sitting on them, other children often have to push the swing to gain and maintain motion. The Volito Swing, along with many similar swings in this growing market trend, provides a multi-user swing that moves in a single axis to-fro motion. The Volito Swing is IPEMA Certified and meets or exceeds the requirements of ASTM F1487-17, which is recognized as the standard of care in the playground industry. This ASTM public playground safety standard is revised every two to three years to remain current with innovation and market trends. The CPSC Public Playground Safety Handbook hasn’t been revised since 2008 and doesn’t include new product categories that have been innovated in recent years. There are a couple of points to note when deciding to purchase a multi-user swing: • Multi-user swings are innovative and CPSC Public Playground Safety Handbook doesn’t have a standard that specifically covers them. • CPSC 5.3.8.3.1 – CPSC recommends that belt swing seats should be designed to accommodate no more than one user at any time. While the Volito Swing is a single axis swing, it is clearly not a belt seat. • CPSC 2.3.1 – CPSC says that swings intended for more than one user are not recommended because of their greater mass, as compared to single occupancy swings, presents a risk of impact injury. o The ASTM safety standard, F1487, was revised in 2011 to add maximum impact requirements for swings and the Volito Swing has been tested and is compliant with ASTM impact requirements. o CPSC has written a letter stating that “the swing impact test in F1487-11 is a reasonable approach to address the concerns posed by unoccupied, heavy, multiple occupancy swings.” • CPSC has always included an exemption to both recommendations listed above for tire swings, which are multiple occupancy swings that are suspended from a single pivot and permit swinging in any direction. • CPSC also emphasizes that their Handbook provides recommendations, not requirements. If a jurisdiction adopts the Handbook’s recommendations as mandatory requirements, that jurisdiction would need to determine how the requirements should be applied in any particular instance. Since these stairs do not lead to or connect directly with the City’s trail system, these steps have not been maintained throughout the Winter months in the past. There are currently signs posted that warn users of those stairs that they are not maintained. City Staff is looking for feedback from the Parks and Recreation Commission for direction on the maintenance of those stairs. The City is currently planning on making the necessary repairs to the railings in the near future, but the Staff recommendation would be to continue to not maintain those steps in the Winter months and possibly completely block off those steps in the winter to restrict use of those stairs. . ACTION REQUESTED If the Parks and Recreation Commission agrees with the Staff recommendation, a motion should be made to make the necessary repairs to the railings and to continue to not maintain those stairs during the winter months. Included in this packet is the most recent trail maintenance inspection form that occurred on August 25, 2022. Those trail inspections surveyed the number of cracks, weeds, trees, assessment of the cracks that had been filled (or not) and if the trails needed to be swept off. Also, other miscellaneous notes were included under the notes section. Each year, there is $10,000 in the Public Works operating budget that can be used for filling cracks, minor repairs and other minor maintenance that can be done. However, more involved maintenance (e.g. a seal coating program) or trail replacement projects would need to be in the Capital Improvement Plan. Currently, there is $150,000 scheduled for trail maintenance starting in the year 2028, but that could be moved up to as soon as 2024 or 2025 if the Parks and Recreation Commission would like to prioritize larger replacement trail or sidewalk projects. DISCUSSION The Parks and Recreation Commission should discuss and provide any feedback regarding trail maintenance priorities and budget discussions. ACTION REQUESTED If the Parks and Recreation Commission would like to move forward with providing direction to City staff regarding trail maintenance, a motion can be made.
