PARKS AND RECREATION COMMISSION MEETING MINUTES
August 22, 2022
REGULAR MEETING 7:00 P.M.
Chairwoman Johnson called the meeting to order at 6:00 p.m.
Present: Chair Johnson, Commissioners Brandt, Macswain, Quie, Councilmember Polehna
Absent: Commissioners Christensen, Souter and Weidner
Staff: Parks Superintendent Grode
APPROVAL OF MINUTES
Possible approval of minutes of July 25, 2022 meeting
Motion by Commissioner Brandt, seconded by Commissioner Macswain, to approve the minutes of
the July 25, 2022 meeting. All in favor.
OPEN FORUM
Mark Olene (?), Stillwater Area Elks Lodge, said he is gathering information and contacts for a
batters up program for boys and girls ages 5-15 that the Elks hope to hold in August 2023.

DISCUSSION ITEMS
Staff Updates
Mr. Grode gave project updates: the playgrounds at Meadowlark and Anez Ridge are nearly
completed and trails connecting to the streets will be started this fall; tiles have been ordered
for the tennis courts at Settlers Park and the project should be completed this fall. Someone
drove on the public works ballfield causing significant damage. The field was closed to make
repairs and soccer was moved to Millbrook West Park. Upcoming events are the Fall Art
Festival the first weekend of October, and Harvest Fest the following weekend. Regarding the
cleanup discussed at the January and February meetings, the City has removed some items that
were abandoned on City property and will continue this as time allows. He will update the
resident who brought this to the City’s attention. Preliminary work on the Chestnut Plaza
project has started.
Chair Johnson asked what is the relationship between the City and rain gardens, and Mr. Grode
replied that some rain gardens are maintained by the City, others by civic groups such as
Pollinator Friendly and Sustainable Stillwater.

ADJOURNMENT
Motion by Commissioner Brandt seconded by Commissioner Macswain, to adjourn. All in favor.
The meeting was adjourned at 6:17 p.m. to the park tour where no official business was
conducted. The Commission toured Teddy Bear Park, Old Athletic Field, Washington Square Park,
Prairie Park, and Boutwell Cemetery.

SUBJECT: Bergmann Park Ice-Skating Rink
BACKGROUND
Last Winter, the City of Stillwater Parks Staff maintained skating areas in the following locations:
Northland Park (skating rink and free skate area), Old Athletic Field, Bergmann Park and Lily
Lake (on the Lake).
For the Bergmann Park ice skating rink in the Fall, Public Works purchases soil to haul in and
create an oval-shaped berm at Bergmann Park on the Northwest corner of the soccer field for
an ice-skating rink. Parks staff has noticed very little to no use of the skating area in the last few
years there.
Then in the Spring time, when it is dry enough for a skid steer, staff either hauls out the soil or
smooths it out and seeds the area where the rink was. During this process earlier this Spring,
there was irrigation damaged and the newly seeded area of the field was not in usable shape for
weeks until the seed was established.
It should also be noted that a new irrigation system has been added to this field the last couple
of years and was just recently completed to be fully operational to aid in establishing quality turf
conditions on that field.
RECOMMENDATION
Due largely to a lack of use in the last few winter seasons and the costs involved with preparing
the ice rink, staff is recommending to end the maintenance of the ice-skating rink at Bergmann
Park and focus on improving the other ice-skating areas this winter.
ACTION REQUESTED
If the Parks and Recreation Commission agrees with the staff recommendation, they should
vote to cease winter ice-skating rink maintenance at Bergmann Park and work on improving the
ice-skating conditions at the other locations.
