PARKS AND RECREATION COMMISSION MEETING MINUTES
July 25, 2022
REGULAR MEETING 7:00 P.M.
Vice Chair Souter called the meeting to order at 7:00 p.m.
Present: Vice Chair Souter, Commissioners Brandt, Macswain, Quie, Councilmember Polehna
Absent: Chair Johnson, Commissioners Christensen and Weidner
Staff: Parks Superintendent Grode
APPROVAL OF MINUTES
Possible approval of minutes of June 27, 2022 meeting
Motion by Commissioner Brandt, seconded by Commissioner Macswain, to approve the minutes of
the June 27, 2022 meeting. All in favor.
OPEN FORUM
Louise Watson apologized for not including the Parks Commission in the infiltration basin
planting project at Lily Lake Park. She announced she is seeking someone to take her place
with the natural resources work group for Sustainable Stillwater, and Councilmember Polehna
suggested she connect with the City’s new natural resources technician.
NEW BUSINESS
Trail Map Updates and Improvements Discussion
Parks Superintendent Grode provided an updated Parks and Trails Map showing existing
trails, sidewalks, natural paths, and bike lanes, and proposed future trails and bike lanes.
The Commission generally discussed the need for education of bicyclists and pedestrians on
shared trails.
Commissioner Macswain asked if the map can show entrances to the parks, and Mr. Grode
replied a QR code can be added showing the entrances.
Commissioner Macswain asked if the map could show the Nightingale “unofficial” mowed trail.
Mr. Grode also provided an updated Lake McKusick Trail Map which will be placed in
information kiosks.
Commissioner Macswain asked for an update on park signage.
Mr. Grode said staff has been doing maintenance on existing signs and have a list of parks that
lack signage. The City Council began discussing branding in June. When the Parks Department
gets direction from the Council, they will work on signage this fall or winter.

DISCUSSION ITEMS
Staff Updates
Mr. Grode informed the Commission that the new playground equipment has been installed at
Anez Ridge Park, trail work has started and will be completed next year connecting the
playground area to Shelton Drive. At Meadowlark Park, new playground equipment has been
installed, the existing swing set will be painted and new swings installed, and once drainage
work is completed, new wood fiber will be installed and the playground will be re-opened for
use. Trail work will be started this year and paved next year to connect the playground area to
both park entrances (Interlachen Way/Drive and Crestwood Terrace). He provided a list of
summer and fall events in the parks.
Commission Member Updates
Councilmember Polehna said the pollinator park in Northland Park has a water barrel. He met
with the Liberty homeowner association last week about court striping.
Commissioner Macswain said he is visiting all playgrounds with his daughter to “kid test” the
equipment.
August Meeting - Parks Tour: Old Athletic Field, Washington Square, Prairie Park, Boutwell
Cemetery
Councilmember Polehna invited Commissioners to his house for a picnic after the tour.

Motion by Commissioner Macswain seconded by Commissioner Brandt, to adjourn. All in favor.
The meeting was adjourned at 7:48 p.m. The next meeting will be at 6 p.m. August 22, 2022
followed by the park tour.
