HomeMy WebLinkAbout2022-04-21 DTPC MINI DOWNTOWN PARKING COMMISSION MEETING April 21, 2022 The meeting was called to order at 8:34 a.m. Present: Chair McAllister, Commissioners Bates (remotely), Lepage, Rheinberger, Council Liaison Junker Absent: Commissioner Glynn Staff present: Community Development Director Gladhill APPROVAL OF MINUTES Possible approval f March 17. 2022 meetina minutes Motion by Commissioner Rheinberger, seconded by Commissioner Lepage, to approve the minutes of the March 17, 2022 meeting. All in favor. OPEN FORUM There were no public comments. UNFINISHED BUSINESS There was no unfinished business. NEW BUSINESS Cruisio.' the Croix Car Show Ev n -Pe-rillit appligtiQL1 Community Development Director Gladhill reviewed the application. The proposed vintage and hot rod car show would be held from 3-8 p.m. every other Wednesday evening from June 15, 2022 to September 21, 2022 (eight dates). The event has requested the use of parking lots 8b, 9 and 11 for a total of 150 parking spaces. Based on the current fee schedule, the cost to use 150 parking spaces at $1.50/space would be $225 per event date ($1,800 total for 8 dates). Last year, the DTPC recommended approval of the use of lots 9, 11 and the back of Lot 8B, with the condition that Lot 8B would be left open for employee parking until 3 p.m. and requiring the event coordinator to post signage there early in the morning on the day of the event. The event organizer will be charged for any City services, materials rendered and parking spaces used according to the current fee schedule at the time of the event. Councilmember Junker asked for the applicant's thoughts on keeping Lot 8b open to the public until 3 p.m. last year. He said that employees who usually park in Lot 8b really appreciated this. Parker Shook, applicant, said keeping Lot 8b open until 3 p.m. was not a problem last year. Perhaps the lot could be closed an hour earlier because some car show patrons come mid -day. Mr. Gladhill added that staff will continue trying to communicate better with parking permit holders and businesses. Motion by Commissioner Rheinberger, seconded by Chair McAllister, to recommend that the City Council approve the Cruisin' on the Croix event application for 2022 and the use of parking lots 8b, 9 and 11. All in favor. Downtown Parking Commission Meeting April 21, 2022 Brid ,,c the yval le Bike Rally Event Permit a lice ion. Mr. Gladhill reviewed the application, by Stillwater Sunrise Rotary Club, for the second annual event to take place on Sunday, August 14, 2022. This event includes multiple bike routes, all starting and finishing at the end of the Lift Bridge in Stillwater. All rides have St. Croix river crossings and routes in Minnesota and Wisconsin. After the ride, all participants will be able to park their bikes in a secure "corral" and enjoy after ride treats, food, drink, and live entertainment in North Lowell park. The event has requested the use of parking lots 4 and 5, a total of 36 parking spaces. Based on the current fee schedule, the cost to use 36 parking spaces during peak season on a weekend day (at $3.00/space) would be $108 total. The event organizer will be charged for any City services, materials and parking spaces used according to the current fee schedule at the time of the event. Chair McAllister asked if there are any conflicting downtown events on August 14. Mr. Gladhill said there are no conflicts. The Chestnut Plaza project may begin in July but should not cause a conflict. Councilmember Junker noted the fee would increase from $108 to $400 if the proposed revised fee schedule is adopted before the event, and the Cruisin' the Croix fee would be $600 versus $235 for the three lots. He would like to make sure that is discussed with the applicants for these events. Motion by Chair McAllister, seconded by Commissioner Lepage, to recommend that the City Council approve the Bridge the Valley Bike Rally Event Permit and reservation of lots 4 and 5 for August 14, 2022. All in favor. DISCUSSION Election of Officers Mr. Gladhill will check with the City Clerk on the timing of election of officers. FYI/STAFF UPDATES There were no staff updates.
