Chairman Brandt called the meeting to order at 7:00 p.m. Present: Chairman Brandt, Commissioners Christensen, Johnson, Nelson, Weidner Absent: Commissioners Macswain, Souter, Councilmember Polehna Staff: Parks Superintendent Grode APPROVAL OF MINUTES Possible approval of minutes of November 29, 2021 meeting Motion by Commissioner Johnson, seconded by Commissioner Christensen, to approve the minutes of the November 29, 2021 meeting. All in favor. OPEN FORUM Louise (no last name given) shared her observation that public park spaces in the Croixwood area look like extensions of lawns, so community members are not using them. She suggested more signage making trails more visible and walkable, and reminders for homebuyers and existing homeowners adjacent to the open spaces that it is public land. She encouraged the City to clean up woody areas, decrease the mowed area, increase pollinator plantings, and educate the public about open spaces and locations through an annual educational event, the City newsletter and web site. Margaret Boettcher, a resident of Nightingale for 48 years, said in 2010 she brought forth a concern about property owners encroaching the open areas by clearcutting all the way to the Long Lake, putting up docks and parking boats and canoes. As a result, property owners were reminded of the rules and most cleaned up their abuse of the land. The problem is now recurring and a dock that was built by a neighbor on the small island in Long Lake has fallen into the water. Another dock is being used by kids who have been sleeping there, hauling chairs there, tacking things up on the trees and generally abusing the island, which is a nesting place for ducks and geese. In addition, a walking trail has been piled with brush, which could be a fire hazard. She asked that there be a letter sent out periodically by the Parks Commission or City Attorney to remind people that no one owns right down to the water. Realtors often use pictures that make it appear that a property goes straight down to the lake which is deceptive. Commissioner Johnson asked if the City does an annual inspection of parkland adjacent to properties. Many homeowners may not realize it is City land behind them. Parks Superintendent Grode replied an inspection is done upon complaint but could be done annually, working with the Natural Resource Technician. Parks and Recreation Commission Meeting January 24, 2022 Ms. Boettcher suggested that signs showing the park boundary be placed on the lake side at the 145 foot line. Chairman Brandt remarked that with digital imagery, property lines are easy to investigate. This topic could be put on the agenda for next month for more information. Commissioner Christensen commented that not all City land is considered parkland. The Parks Commission is concerned with officially designated parkland. Commissioner Weidner said he would like more clarification whether the areas are designated as pathways and whether or not they are maintained. Commissioner Johnson suggested this topic be an ongoing agenda item. NEW BUSINESS 1330 5th Street South Resubdivision Park and Trail Dedication Requirements Parks Superintendent Grode stated that the applicant is requesting to split the property at 1330 5th Street South into two individual lots. An existing house will remain; a new lot for a future single-family residence would be created to the north. The property is not located within 1/4 mile of a park but is within 1/4 mile of a school with ballfields, playground equipment, and open field areas. The sidewalk and trail plan does not show existing or future sidewalks or trails in this location. Therefore, fees in the amount of $2,000 for parks and $500 for trails in lieu of land dedication is reasonable. Staff recommends that the Commission recommend the Council accept a cash dedication of $2,500 for the Resubdivision of 1330 5th Street South park and trail obligations. These fees would be due prior to the City's release of new deeds for filing with Washington County. Motion by Chairman Brandt, seconded by Commissioner Johnson, to recommend the Council accept a cash dedication of $2,500 for the Resubdivision of 1330 5th Street South park and trail obligations. All in favor. Anez Ridge Playground Structure Replacement Project Mr. Grode stated the City has budgeted $120,000 for replacement of two play structures in 2022 (Meadowlark Park and Anez Ridge Park). He provided a proposed design for Anez Ridge that fits within the current budget. The next step will be to gain feedback from the public on the City's website and social media page and then bring back any feedback to the next meeting. The February 28 meeting will also be a public information meeting for additional feedback. Chair Brandt pointed out that when touring this park last summer, the Commissioners questioned how much use this play structure gets. He did some demographic analysis in this area and found there is no one under age 14 south of Shelton Drive. The area to the north has a larger percentage of young people but it isn't known if they use this equipment. The trail accessing the area to the north is a rough single track path. This park is designed to serve people within 1/4 to 1/2 mile. Commissioner Johnson said it is hard to make a decision on playground equipment without neighborhood feedback to see if it is wise use of money in this area. Commissioner Weidner commented the area to the south is isolated from any other parkland so this would be the only park near them. Better playground equipment may bring more use. Commissioner Nelson remarked there are many homes nearby, it would be a $45,000 playground set that would last 15+ years and it's on the schedule of playgrounds to update. He Page 2 of 5 Parks and Recreation Commission Meeting January 24, 2022 feels there is value in obtaining input but even if there are only a few people who use this park, and the City decides not to replace the playground, it would be making the statement that the City doesn't want to continue to serve the playground needs. Commissioner Christensen added that because there are no kids there now, doesn't mean in the future there won't be, because houses get bought and sold all the time. Mr. Grode said feedback will be solicited via the web site and posting a sign at the park. Commissioner Weidner said that doesn't seem sufficient to get an idea of the use of the park. Chairman Brandt said last month the Commission discussed doing a mailing to get feedback. Mr. Grode said the #1 concern with playgrounds is safety. When they reach 15-20 years old, it is hard to find replacement parts, so the structure would need to be removed if becomes unsafe. Aesthetics are also an issue, as playgrounds represent the City. Commissioner Weidner asked about annual maintenance costs. Mr. Grode said staff could pull the cost info. together. Commissioner Weidner asked if there is a formula that if a certain percentage of people in 1/4 mile say they want to use it, then the City keeps it? Mr. Grode said there is a tipping point and it's difficult to remove a playground structure if even one person brings their children or grandchildren there. The City has roughly 20 parks and this one is surrounded by industrial zoning. That may be a decision -making factor. Commissioner Weidner noted regardless of feedback, it serves a purpose for those people who live in that area who don't have much access to other playgrounds. Commissioner Christensen asked if the Commission has ever removed equipment without replacing it, other than Northland. He remarked that the discussion started out about what kind of equipment to get, rather than discussing whether or not to even replace it. Mr. Grode related that if a replacement is to be installed this year, pushing the decision past February 28 would push the shipping and installation later in the year. Chair Brandt asked about the cost of doing a survey, staff time and mailing, and to what extent it would influence the decision. Commissioner Christensen said, recalling the Pioneer Park project, the Commission needs to get at what the citizens want. Commissioner Weidner said if a survey is used, it should show what is proposed. Commissioner Nelson asked if the City has a way of assessing the state of individual playgrounds, or are they chosen for replacement based just on their age? A middle option seems to be to maintain what is there, if maintenance costs are not excessive. Mr. Grode replied both of these parks have wooden structures that have issues and it is difficult to find replacement parts. Accessibility is the other issue with Anez Ridge in particular. The City audits every playground every year more than once, and also does weekly or biweekly inspections. Both these parks have safety and aesthetics issues that need to be addressed. Commissioner Weidner asked to put this on the next meeting agenda with more info. about exactly what needs to be done, and costs associated with upkeep. Page 3 of 5 Parks and Recreation Commission Meeting January 24, 2022 Commissioner Christensen reminded the Commission it is asking kids to go play on a play set that is almost 30 years old. Motion by Commissioner Weidner, seconded by Commissioner Christensen, to approve the playground design for Anez Ridge as proposed. Chair Brandt noted there is a cost to removing the structure and a cost to do a survey. He does not want to spend $10-15,000 to come to the same conclusion that it needs to be replaced. Mr. Grode said there is still have time to allow feedback till the February 28 meeting. But if the Commission wants to move in the direction of approving it without any feedback, that is fine. Chair Brandt remarked he would rather err on the side of communicating to people what the proposal is, than to just have it happen to them because that is not a good feeling. Motion failed 1-3-1 with Chairman Brandt, Commissioners Christensen and Johnson voting nay and Commissioner Nelson abstaining. Meadowlark Playground Structure Replacement Project Mr. Grode provided a proposal for the replacement playground structure at Meadowlark Park. Commissioner Johnson asked if there is a sign on the park entrance. Mr. Grode stated no. Staff is aware of the need for uniform signage and branding of the City, per discussion at a previous Commission meeting. Chair Brandt said he sees this park used a lot and he would like to ensure the neighborhood knows what is happening. Commissioner Christensen asked why the two play structures for Anez and Meadowlark are so different. Mr. Grode explained there is an effort to match the activities and size of the old structure. Memorial Bench Costs and Donation Program Review Mr. Grode reported that staff recommends increasing the donation for a new memorial bench from $1,500 to $1,800. The City's cost for the benches has increased from $1,400 to $1657. Motion by Commissioner Weidner, seconded by Commissioner Johnson, to recommend that the City Council increase the donation for a new memorial bench to $1,800. All in favor. UNFINISHED BUSINESS There was no unfinished business. COMMISSION ITEMS Commissioner Johnson asked the status on the ADA accessible playground at New Heights Charter School. Mr. Grode replied he talked to the principal in November and they are still fundraising. ADJOURNMENT Motion by Commissioner Weidner, seconded by Commissioner Nelson, to adjourn. All in favor. The event uses most of the Loop Trail starting in Western Wisconsin and crossing the river using the St. Croix Crossing Bridge. Runners then go North to downtown Stillwater along the upper bike bath. The proposed finish line would be at the loop trail between parking lots 2 and 3. Included in your packet is an event application, route maps and site plans. Runners then go north to downtown Stillwater along the upper bike path to avoid elevation changes, and use use the Hwy 95 parking lane where the paths converge at the Oasis Cafe to separate the race from operations at St. Croix Boat & Packet. Runners use the north edge of Parking Lot 1 to get back on the trail. The finish line is at the NE corner of The Freight House on the Loop Trail. A public safety officer along with his/her squad car with lights flashing, will cover that intersection to ensure the runners' safe crossing. The course crosses St. Croix County V when it leaves Arbor Hills Dr. A public safety officer along with his/her squad car with lights flashing, will cover that intersection to ensure runners safe crossing to the east shoulder. As runners travel north on St. Croix County V they cross the interchange bridge over St. Hwy. 64. Per requirements of WisDOT, lighted "Caution Running Event in Progress" signs will be positioned at both ends of this portion of the course. Course marshals will be positioned along this part of the course to slow traffic and keep runners inside the traffic cones. Runners will proceed on the East/North/West side of Andersen Scout Camp Road to the "T" intersection at the service road on the north side of 64 where they will move to the south side of the road, within cones on the shoulder. 2 St. Croix Crossing Half Marathon/5K July 30, 2022 Runners will remain on this side of the road to Houlton School Rd. where they will turn East and pick up the St. Croix Crossing Loop Trail. Emergency Plan Race staff and public safety representatives will meet at a mutually agreeable time before the race to review all aspects of the emergency plan. Medical support for the event will be coordinated and managed by Medical Director Dr. Lincoln Likness of Hudson Physicians. Pre -Race Weather Race staff will use a direct phone number at the National Weather Service providing immediate, 24/7 access to weather information. Pre -race weather will be monitored carefully. A race day forecast that indicates the possibility of "outside the norm" weather (heat, cold, wind, potential severe weather, etc.) will be passed on to participants via email the night before the race. In this email any possible adjustments to the race day schedule will be identified and any suggestions for runners (very hot — hydrate more) will be passed along. Race -Day Weather Race day morning, race staff will have arranged in advance to connect with the National Weather Service and get an hourly forecast through 12 noon for the race area. If there is any weather in the forecast that could affect the race (high winds, electrical activity) either by delaying the start times or canceling the races altogether, weather monitoring will be done in increments of thirty minutes. The decision to delay the race start or cancel the race altogether will be made by the race coordinators based on weather conditions. Race coordinators will then notify public safety. All public safety officer contacts will be identified one week prior to the race and will exchange cell phone numbers with the race coordinators. The races will only be started if the weather forecast shows that runners will be able to complete their races without severe weather impacting them (7:00 a.m. — 10:00 a.m.). In the event that delaying the start or canceling the race is contemplated, runners will be held at the race check -in point — the Water Street Inn — until a definitive schedule can be set. The first eight miles of the Half Marathon course are on the paved Gateway Trail. The course/trail crosses one road that has significant traffic at Mile 2 (Gateway Trail and Jamaca). A Minnesota State Trooper, along with his squad car with lights flashing, will cover that intersection to ensure the runners' safe crossing. Course marshals will be positioned at various locations along the Gateway Trail. The 10K race joins the Half Marathon course on the Gateway Trail at Myeron Road North The Half Marathon/10K course leaves the Gateway Trail at about Mile 8 and crosses County Highway 55/ Norell Avenue North. A Minnesota State Trooper and squad car will be positioned at the Norell crossing to ensure runner safety as they cross Norell. Runners then move south on the bike/walking path in the east side of the road for about two miles. At the end of that trail runners will run on the east side of the road, inside traffic cones, towards traffic, for another two miles to the intersection of State Highway 96 and Norell Avenue North. 2 Stillwater Half Marathon/10K/5K May 28, 2022 "Caution Running Event in Progress" signs will be positioned at both ends of this portion of the course. Course marshals will be positioned along this part of the course to slow traffic and keep runners inside the traffic cones. Three Minnesota State Troopers and squad cars will be positioned at the intersection of State Highway 96 and Norell Avenue North to ensure the runners a safe crossing at that intersection. The Half Marathon/10K runners then enter residential Stillwater running on the bike/walking trail that is directly east of Stonebridge Trail. The runners leave the bike trail on Stonebridge Trail and turn east on St. Croix Avenue running inside traffic cones as noted on the map. Runners then turn south on William Street and run inside traffic cones to Laurel Street where they turn east and run inside traffic cones to the finish line located on Laurel Street approximately 100 feet west of Second Street Note: If the course is on a city street, runners will be running toward traffic, with no parking on that side of the street, inside traffic cones. Public safety officers and course marshals will be positioned at each intersection to control traffic. One block of Laurel Street between Third Street and Second Street will be closed to traffic to accommodate the finish line. Course Description — 5K (Map attached) The 5K course starts at Brown's Creek Park and runs on city streets until it reaches State Highway 96. Public safety officers or course marshals will be stationed at every intersection to ensure the runners safety. At State Highway 96 the runners turn east and run inside traffic cones to the intersection of Norell Avenue North and State Highway 96. At this point the 5K courses and the Half Marathon/10K courses combine. Warning Lites of Minnesota will place all signs and cones in position prior to the races and remove them after the races. Emergency Plan Race staff will meet with public safety per the terms in the City of Stillwater/Run Stillwater, Inc. contract. Pre -Race Weather Race staff will use a direct phone number at the National Weather Service providing immediate, 24/7 access to weather information. Pre -race weather will be monitored carefully. A race day forecast that indicates the possibility of "outside the norm" weather (heat, cold, wind, potential severe weather, etc.) will be passed on to participants via email the night before the race. In this email any possible adjustments to the race day schedule will be identified and any suggestions for runners (very hot — hydrate more) will be passed along. 3 Stillwater Half Marathon/10K/5K May 28, 2022 Race -Day Weather Race day morning, race staff will have arranged in advance to connect with the National Weather Service and get an hourly forecast through 12 noon for the race area. If there is any weather in the forecast that could affect the race (high winds, electrical activity) either by delaying the start times or canceling the races altogether, weather monitoring will be done in increments of thirty minutes. The decision to delay the race start or cancel the race altogether will be made by the race coordinators based on weather conditions. Race coordinators will then notify public safety. The public safety officer contact will be identified one week prior to the race and will exchange cell phone numbers with the race coordinators. The races will only be started if the weather forecast shows that runners will be able to complete their races without severe weather impacting them (8:00 a.m. — 11:00 a.m.). Parameters for weather conditions are as follows: • Electrical activity in the area • Hail • High winds • WBGT less than 65 degrees Fahrenheit is Green Flag/No Warning to runners necessary • WBGT 65 to 72 degrees Fahrenheit is Yellow Flag/Recommend participants at increased risk for heat collapse. Slow pace. Warn all entrants of increased risk of heat collapse. • WBGT 73 to 82 degrees Fahrenheit is Red Flag/Recommend participants at increased risk for heat collapse withdraw from race, and other slow pace to match conditions. • WBGT above 82 degrees is Black Flag/Cancel or recommend voluntary withdrawal. Note: Wet Bulb Global Temperature (WBGT) parameters according to U.S.A. Track and Field guidelines. In the event that delaying the start or canceling the race is contemplated, runners will be held at the race check -in point — the Water Street Inn — until a definitive schedule can be set. Runners will be asked to either stay inside the hotel or on the shuttle buses. (All runners are shuttled by bus to their respective race starting lines). Runners will receive schedule updates on a regular basis from race staff and course marshals. The race will use standard safety procedures regarding the presence of lightning on the course. The race will be delayed or stopped if there is any lightning on the course and will only be started or resumed after 30 minutes without any electrical activity in the area and a weather forecast that indicates no electrical activity is predicted in the area until after the projected race finishing times. If the races have started and there is a weather change that introduces the possibility of severe weather impacting the races while they are in progress, all shuttle buses will be positioned on the course to pick up runners if evacuation of the course(s) becomes necessary. 4 Stillwater Half Marathon/10K/5K May 28, 2022 Evacuation Plan If the races are stopped because of severe weather, or any other reason, the decision to stop the races will be communicated to staff on the course by the race coordinators. Public safety officers will drive the courses announcing the decision to stop the race over their squad car sound systems. The race shuttle buses will be used to clear the courses. The existing playground structure at Meadowlark Park is in very poor shape and has exceeded its useful life. The current playground structure at Meadowlark Park was partially installed in the summer of 1995 (slides) and the remaining structures were installed in summer of 1999. Typically, the average useful life of a playground structure is around 15 years old, depending on how much usage it gets. DISCUSSION The City will make improvements for accessibility when upgrading or replacing play structures which adds some additional cost to the projects. This will include accessible walks and engineered wood fiber (mulch), which is also ADA accessible. Attached is a proposed design that fits within the current budget, along with a couple of options to choose from. We have received 7 emails in recent months regarding the Meadowlark Park playground replacement, which are included in this packet. This February 28th meeting will also be a public information meeting for additional feedback. RECOMMENDATION Following the Parks and Recreation Commission's review of the proposed Meadowlark Park Play Structure replacement, a recommendation for approval of the proposed structure. Hi Tim, live on Crestwood Terrace across from Meadowlark Park. Our children want to frequent the park as do several other families in the surrounding area but unfortunately it's in disrepair and at this point and I'm concerned with their safety while playing on it. The wood bordering the play structures is rotting to the point where it is unsafe. There are large metal spikes sticking up where wood used to be but has since rotted. There are also very large pieces of sharp wood laying around from the rotten boards. The play structures themselves are rotten, some wood has been replaced, but others are crumbling and have screws sticking out where wood use to be. The metal parts of the large slide are rusting and flaking apart in several places on the stairs. The climbing rope wall is also disintegrating. Several of the plastic pieces throughout the play structures are also spider web cracking over the entire surface or covered in moss and mold. There are more and more young families moving into our neightborhood and the Interlochen/Meadowlark neighborhoods have numerous families with children that want use this playground rather than traveling to others in the city. Our family is SO excited about these proposed plans for a new playground! We have 3 girls and would use this new playground multiple times per week. We have been so disappointed in the current structure, as it is falling apart and dangerous. 1. Love the 2 sizes and styles of slides proposed. 2. Wish there were swings included in the plan, and would suggest adding some! 3. A bonus would be a paved path that leads through the park. We live directly across the street and have a 4, 3, and 2 year old that love to go over there. After reviewing the plans, I have a few points of note to address as a direct and hopeful beneficiary of the new park! 1) Inclusivity- a. The plans look more geared toward older children. I don't really see an area that would be very safe for 1-3 year old to play even with close supervision. Labeled below, I feel that structure labeled A is a little redundant in purpose/use to structure B - I would propose the space for structure A be used for a play structure for the toddler/preschool age group. b. Overall, the playground looks like it would benefit younger children or disabled children with some tweaks like ramps or larger platforms for safe landing/access. c. Swings (infant, handicap and regular) solves a lot of issues for parents who need a spot to contain/entertain an infant or disabled child while other children are playing on the playground. 2) Accessibility - a. The park itself is very hard to get to with a stroller, wheel chair, bikes, wagons etc. We struggled with that a lot last year with three very young kids. I have talked to some neighbors and we really think that it would be much more accessible and therefore usable to families with very young or children with disabilities if there was a paved path to access from the street on Interlachen Drive down to the playground. b. Structure B looks a little inaccessible in general. Swings - I didn't notice swings in the proposed playground which is where we spend a majority of our time when we are there. We would love to see the swings remain! 2.) Path - there is currently no paved path leading to the park. With the use of wagons and strollers to gain access to the park a paved path would make it much more accessible to all. So thank you for proposing to replace the old with equipment that promotes activity. My daughter tells me that Burke designed Pioneer Park's playground and is a great company. During the warm months, we have been playing pickleball on the basketball court a few times a week (we have our own net) and noticed that the court floor around the hoop posts at both ends is failing. The existing play structure at Anez Ridge Park is in poor shape and has exceeded its useful life. The current playground structure at Anez Ridge Park was installed in the summer of 1996 and is over 25 years old. Typically, the average useful life of a playground structure is around 15 years old, depending on how much usage it gets. DISCUSSION The City plans to make improvements for accessibility when upgrading or replacing play structures which adds some additional cost to the projects. This will include accessible walks and engineered wood fiber (mulch), which is also ADA accessible. Attached is a proposed design that fits within the current budget. As of Thursday, 2/24/2022, we have not received any feedback for the Anez Ridge playground replacement. This February 28th meeting will also be a public information meeting for additional feedback. RECOMMENDATION Following the Parks and Recreation Commission's review of the proposed Anez Ridge Park Play Structure replacement, a recommendation for approval of the proposed structure.
