KIMMEL MEMORANDUM TO: MAYOR JUNKER, CITY COUNCIL, CITY ATTORNEY & CITY CLERK FROM: J}HYREY A. ZOLLER, CHAIRMAN, STILLWATER PLANNING & ZONING COMMISSION Enclosed is a PRELIMINARY of the updated zoning map now being reviewed by the Planning Commission, Jack Shelton, and John Lawson. This is the first compre- hensive review and update of the map since it was first published in the 1960's. The new map reflects the following: 1. All zoning changes to date as researched by Jack Shelton since the original zoning map was approved. 2. The proposed overlay Wild River district boundary that you are considering tonight. 3. The recently approved and new flood plain overlay districts along the River and around the lakes. 4. All newly annexed lands and the zoning for them. 5. The boundaries of the area covered by the review of the Joint Powers Committee. 6. The zoning designations of the Township area adjacent to the City. 7. The new high density district, of which there is only one, and the low density multiple district, of which there is no area at present. You will also note that it includes the new route of County Road #12, Oasis Avenue, and the approved location of the Hooley development roads. The Planning Commission has made a preliminary review of the map and has made one recommendation. It is the recommendation of the Planning Commission that all that area East and North of the railroad tracks be downzoned to single family from two-family, for the following reasons: The area is primarily developed already as single family homes. Most of the area is unsewered. Any future development in the area - will be controlled by the Wild River Ordinance. It is the intent of that Ordinance to demote development along the River. However, since the Ordinance does allow for development, it is felt that single family lots will have the least impact along the riverway. If the Council decides to rezone the area, it is felt that it would be best to rezone it before we adopt the new zoning map, and a majority of the land is City property. Please review the map, and if there are any corrections or errors that the Planning Commission should review, please indicate those to us before our November 7 meeting. . /e /' JAZ:cs Enc.
