HomeMy WebLinkAbout7401 (Res.)226 • • s RESOLUTION NO. 7400 RESOLUTION ADOPTING ASSESSMENT LOCAL IMPROVEMENT NO. 184. WHEREAS, pursuant to proper notice duly given as required by law, the Council has met and heard and passed upon all objections to the proposed assessment for the following improvements: Watermains and services, sanitary sewer and services, storm sewer, street surfacing and other appurtenances to service all of the Oak Glen Development, platted and unplatted properties. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Stillwater: 1. That such proposed assessment is hereby accepted and shall constitute the special assessment against the lands named therein, and each tract of land therein included is hereby found to be benefited by the proposed improvement in the amount of the assessment levied against it. 2. Such assessment shall be payable in equal annual installments extending over a period of twenty (20) years, the first of the installments to be payable on the first Monday in January, 1985 and shall bear interest at the rate 10.1% per annum from the date of the adoption of this assessment resolution. To the first installment shall be added interest on the entire assessment from the date of this resolution until December 31, 1985. To each subsequent installment when due shall be added interest for one year on all unpaid installments. 3. The owner of any property so assessed may, at any time prior to certification of the assessment to the County Auditor, pay the whole or any portion of the assessment on such property, with interest accrued to the date of payment, to the City Treasurer, except that no interest shall be charged if the entire assessment is paid within 30 days from the adoption of this resolution; and he may, at any time thereafter, pay to the City Treasurer the entire amount of the assessment remaining unpaid, with interest accrued to December 31 of the year in which such payment is made. Such payment must be made before November 15 or interest will be charged through December 31 of the next succeeding year. 4. The Clerk shall forthwith transmit a certified duplicate of this assessment to the County Auditor to be extended on the proper tax lists of the County, and such assessments shall be collected and paid over in the same manner as other municipal taxes. Published: October 16, 1984 Attest: Acting City Clem RESOLUTION N0. 7401 ES NT PRESOLUTION URSUANT CALLING FOR AING ON A OPOSAL FOR MERCIAL PUBLICATION OF PROJECT OF A NOTICE OF THE HEARING (COSMOPOLITAN REAL ESTATE ASSOCIATES PROJECT). WHEREAS, (a) Chapter 474, Minnesota Statutes known as the Minnesota Municipal. Industrial Development Act (the "Act") gives municipalities the power to issue revenue bonds for the purpose of the encouragement and development of economicaii; sound industry and commerce to prevent so far as possible the emergene of blighted and marginal lands and areas of chronic unemployment; (b) The City Council of the City of Stillwater (the "City") has received from Cosmopolitan Real Estate Associates, a general partnership organized under the laws of the State of Minnesota (the "Company") a proposal that the City assist in financing a project hereinafter described, through the issuance of its industrial revenue bonds (which may be in the form of a single debt instrument) (the "Bonds") pursuant to the Act; (c) Before proceeding with consideration of the request of the Company it 1s necessary for the City to hold a public hearing on the proposal pursuant to Section 474.01, Subdivision 7b, Minnesota Statutes; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Stillwater, Minnesota, as follows: 1. The proposal of the Company consists of the acquisition Of land located at Lot 1, Block 2, Stillwater Industrial Park and the construction and equipping thereon of an approximately 2500 square foot detached banking facility and would call for the issuance of the Bonds in the amount of $500,000. 3. A draft copy of the proposed application to the Energy and Economic Development Authority, State of Minnesota, for approval of the project, together with proposed forms of all attachments and exhibits thereto, is being prepared by Briggs and Morgan, P. A. and will be on file in the office of the City Clerk. 4. The City Clerk is hereby authrrized and directed to cause notice of the hearing to be given one publication in the official newspaper and a a newspaper of general circulation available in the City, not less than 15 days nor more than 30 days prior to the date fixed for the hearing.
