RESOLUTION NO. 7219
RESOLUTION OPPOSING SENATE FILE 66 (aka THE GOLDWATER CATV DEREGULATION BILL), AND
URGING THE DEFEAT OF ANY COMPANION PROPOSAL IN THE U. S. HOUSE OF REPRESENTATIVES.

Television is a local system using municipal property and municipally
over private property; and
Television is, by its nature and by virtue of public need, a local,
communications medium; and
WHEREAS, local and state governments have been successful in providing a reasonable
regulatory framework for the full development of Cable Television to serve local
consumers; and
WHEREAS, there has been no showing of any overriding national interest in Cable
Television which cannot be accommodated within the present system of state/local
regulation; and
WHEREAS, we assert that governmental powers are best exercised at the local level unless
an overwhelming national interest cannot be fulfilled by state and local governments; and
WHEREAS, S. 66 (aka The Goldwater Bill) strips state and local governments of most
authority they now have to secure good Cable Television service for their communities
and their constituents, to the harm of both.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Stillwater that:
1. There is no justification for the Federal Government to preempt state and local
authority over Cable Television.
2. Powers to regulate local systems are best exercised by local units of government.
3. S. 66 (aka The Goldwater Bill) is an unjustified and unwise intrusion of Federal
Government in a local manner.
4. The Stillwater City Council calls on all members of the U. S. house of Representa-
tives to protect and preserve presently held State and local authority to assure
that local Cable Television systems satisfy local community interest.
5. Copies of this Resolution be circulated to all members of Congress and other
interested parties.
