RESOLUTION NO. 7165
RESOLUTION ACCEPTING BID FOR CONSTRUCTION FOR LOCAL IMPROVEMENT NO. 204-1983.
WHEREAS, the Council did, by motion adopted March 15, 1983, authorize and
direct the City Coordinator to advertise for bids returnable at 4:00 o'clock
P. M. On Monday, April 4, 1983, for the construction of the following
described improvement:
RENOVATION OF THE LIGHTING SYSTEM AT O'BRIEN FIELD
AND WHEREAS, it appears from the affidavits of publication presented by the
City Clerk that pursuant to said motion an advertisement for bids for said
improvement was duly published in the Stillwater Evening Gazette, official
newspaper of the City; and in the Construction Bulletin:
AND WHEREAS, it appears that L P D Electric, Inc., Lake Elmo is the lowest
responsible bidder for :he construction of said improvement with a total bid
of $11,749.00;
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Stillwater,
Minnesota:
1. That the bid of the said L P D Electric, Inc. be, and the same is hereby,
accepted; and that the Mayor and the City Clerk are hereby authorized and directed
to enter into a contract in the name of the City with the said L P D Electric, Inc.
for the construction of said improvement for the contract price aforesaid and in
accordance with the lans and specifications therefor.
2. That the City Clerk shall retain the deposits made with the three lowest
bids for thirty days from and after April 5, 1983 or until a contract is signed,
whichever event first occurs.

RESOLUTION NO. 7166
RESOLUTION OPPOSING THE DAY LABOR BILL.
WHEREAS, the City Council of the Coty of Stillwater is the governing body
of the City of Stillwate;;
WHEREAS, a Day Labor Bill has been introduced into the State of Minnesota
Legislature; and
WHEREAS, it is the City Council's responsibility as elected officials to
provide the level of service of various municipal functions as desired by con-
stituents as an economical costs; and
WHEREAS, the Day Labor Bill removes the authority of the dected officials
to determine a feasible and economical means of providing service to its con-
stituents; and
WHEREAS, a recent survey indicates that cities are already contracting out
work they have determined feasible and economical; and
WHEREAS, the Bill would place another administrative burden on the City; and
WHEREAS, the availability of contractors for year around bidding may be
uncertain;
NOW, THEREFORE, BE IT RESOLVED that the City Council opposes the passage of
the Day Labor Bill as introduced in the State Legislature;
AND BE IT FURTHER RESOLVED that the City Council opposes restrictions on the
City as regards their authority to determine appropriate methods of service
delivery to their constituents.
