HomeMy WebLinkAbout2022-031 (Supporting State Legislation Amending State Liquor Laws Raising or Eliminating Gaps on Growler Sales of Microbreweries & Clarifying Definition of Compact and Contiguous for Defining a Premise)City of Stillwater Washington County, Minnesota RESOLUTION 2022-031 A RESOLUTION SUPPORTING STATE LEGISLATION AMENDING STATE LIQUOR LAWS RAISING OR ELIMINATING GAPS ON GROWLER SALES OF MICROBREWERIES AND CLARIFYING THE DEFINITION OF COMPACT AND CONTIGUOUS FOR DEFINING A PREMISE WHEREAS, local microbreweries play a key role in local economic development; and WHEREAS, current Minnesota Statutes and Rules pertaining to maximum barrels sold and restrictions on sales of growlers put Minnesota Microbreweries at a disadvantage compared to other states; and WHEREAS, current laws pertaining to growler sales can create job loss within this industry; and WHEREAS, local cities have experienced local microbreweries choose to relocate or expand into other adjacent states. NOW, THEREFORE, BE IT RESOLVED by the City Council of the city of Stillwater that this Council directs the following: 1. Support legislation that removes or relaxes current caps on growler sales 2. Support legislation that clarifies the definition of 'compact and contiguous' as it relates to defining a premise for a Liquor License a. Clarify that parklets (and other outdoor seating areas) can be adjacent to an establishment but separated by a public sidewalk 3. The City Clerk is hereby directed to distribute this Resolution to our elected State Representatives, the lobbying firm of Lockridge, Grendel Nauen, PLLP, the League of Minnesota Cities, Metro Cities, and the Alliance of Minnesota Craft Breweries.
