RESOLUTION NO. 7289
BE IT RESOLVED by the City Council of the City of Stillwater, Minnesota:
Section 1. Creation of Commission. There is hreby created a "Main Street
Commission" for the City of Stillwater which shall consist of
eleven members who shall be appointed by the City Council.
Section 2. Term. The Term of the "Main Street Commission" and each Commission
member shall commence on January 1, 1984, and shall terminate on
February 28, 1986.
Section 3. Organization.
a) Membership. The members shall hold membership on the Commission
during the term for which they were appointed. In making their
initial and replacement appointments, both the City Council and
Commission shall strive to create and maintain a Commission that
includes broad based community representation, including but not
limited to members representing the following community interests:
1) General government
2) Financial and banking
3) Media
4) General public
5) Commercial and industrial
6) Historical preservation
Any vacancy in membership on the Commission shall be promptly
filled by appointment by the City Council of only prospective
members that are nominated by the Commission.
b) Appointment. Persons appointed to the Commission shall be persons
who possess a sincere interest in the revitalization of the "Main
Street" area of the City of Stillwater as defined by the City
Council, the Downtown Retail Council, the Chamber of Commerce,
the Heritage Preservation Commission and in the application to
participate in the Minnesota "Main Street" Program, that has been
heretofore submitted and approved by the Minnesota State Planning
Agency in concept with the National Trust for Historic Preservation.
Section 4. Compensation. Because the duties of the Commission partake of a high
civil nature, all members of the Commission shall serve without com-
pensation, however, the City Council shall employ a Project Manager who
shall be selected by the Commission and who shall work under the direction
and control of the Commission.
Section 5. Duties. It shall be the duty of each member of the Commission to particpate
with the other members in proposing, preparing, and adopting in accordance
with the Minnesota Main Street Program, a Plan for the appropriate re-
vitalization of the "Main Street" portion of the City and work and cooperate
with members of the community and members of the City Council, the Project
Manager of the Commission, staff of the Minnesota Planning Agency and of
the National Main Street Center Office to insure the accomplishment of those
ends.
Section 6. Authority. The plans and programs developed and adopted by the Commission
shall not be subject to review by the City Council and the spirit and
intent of this resolution is to remove the Commission and its goals and
objectives from the vagaries of the political process.
I hereby certify that the foregoing resolution was adopted by the City Council of
the City of Stillwater, at a regular meeting thereof held on the 7th day of February,
1984.
