The advertisement shall be published once and shall specify the work to be done, shall state that bids will be opened and considered at 11:00 a.m. CST, on Friday, the 24th day of February, 1984, in the City Hall, and that no bids will be considered unless sealed and filed with the clerk and accompanied by a bidder's bond, certified check or cash deposit in an amount equal to at least ten percent (109,) of the amount of the bid.
