Chairwoman Mino called the meeting to order at 7:02 p.m. Present: Chairwoman Mino, Commissioners Heimdahl, Holmes, Thueson, Walls Absent: Commissioners Finwall, Larson, Councilmember Junker Staff: City Planner Wittman APPROVAL OF MINUTES Possible approval of minutes of August 18, 2021 Regular Meeting Motion by Commissioner Holmes, seconded by Commissioner Walls, to approve the minutes of the August 18, 2021 meeting. All in favor. OPEN FORUM Ryan Collins, Vice President of the Washington County Historical Society, invited the Commissioners to the October 16 Grand Opening at the Washington County Historical Society. CONSENT AGENDA There were no items on the Consent Agenda. PUBLIC HEARINGS There were no public hearings. NEW BUSINESS Case No. 2021-32: Consideration of a Design permit for exterior modifications for the property located at 218 Main St N in the Downtown Stillwater Design Review District. Joe Braun of Style and Structure, applicant and Michael Lynskey Sr. property owner. Ms. Wittman explained the case. The property contains two tenants, each with their own floor space. Between 2019 and 2021, three Design Permits were issued to the property for alterations associated with the first story restaurant conversion, formerly known as the Rusty Mile, now to be known as the Wild Hare. Part of the approved designs included a grill hood to protrude from the south wall façade, a mural on the south elevation, a wall sign on the Main Street façade, and a roofed deck/patio on the front of the building. The roofed deck/patio on the front of the building altered the Wild Hare’s ability to place signage in the traditional sign band area. Additionally, Joe Braun of Style & Structure has submitted a Design Permit application for exterior improvements to the structure. A second story tenant, the façade changes alter previously-approved plans for the lower level tenant. Thus, a cooperative Design Permit application has been submitted for changes to the south elevation. The applicant is requesting approval of a Design Permit for: 1) a 10” tall by 10’ long sign with metal cut- out letters to read ‘STYLE & STRUCTURE,’ lit by gooseneck lights; and 2) a 4’ tall by 8.5’ long, painted wall sign to read ‘The Wild Hare, Est. 2021’ with a 6’ tall painted logo; and exterior façade improvements to include: 1) installing cream painted metal surround; and 2) painting the south elevation cream and the doors black; 3) adding black Hardi-board cement fiber siding as accents around and above the building’s side entrance (the primary entrance for the second-story tenant) and within the first 30’ (from Main Street) on the second story; and 4) adding new windows and window Heritage Preservation Commission Meeting September 15, 2021 Page 2 of 3 planter boxes made of cedar to match a new awning/overhang. Staff recommends approval with nine conditions. Commissioner Holmes noted the east elevation of the building has a strong horizontal band. Making the bottom of the proposed sign align with the other elevations would be a good condition of approval. Dar Moslemi, the Wild Hare, referring to four-sided design, stated he does not intend to paint the brick front of the building. Joe Braun, Style & Structure, added that the building owner had concern about painting the north side so as not to be disruptive to the next door Crosby Hotel where there are patio tables. Ms. Wittman said the Crosby Hotel has an alley patio facing this building but four-sided design standards apply to that elevation as well. Commissioner Holmes acknowledged the importance of four sided design, but he is not sure the lightness of the color is as important as providing continuity with the hotel next door. He asked if the applicant is willing to select a color for the three sides of the building that is more harmonious. Ms. Wittman noted the applicant had previously chosen a dark gray which would have worked well with the Crosby but seemed to be a jarring contrast from the building to the south. Commissioner Thueson said four-sided design involves more than paint color. The two façades would not have to be the same exact color. The color of the north side should be in harmony with the hotel. Motion by Commissioner Walls, seconded by Commissioner Holmes, to approve Case No. 2021-32, Design permit for exterior modifications for the property located at 218 Main St N, with the nine conditions recommended by staff, amending Condition #9 to add, “with the north wall to be painted complementary to the alley and the building adjacent. The color shall be reviewed by staff in advance” and adding Condition #10 stating, “The horizontal elements, being the window planter box on the south façade and the patio overhang on the front façade, shall be aligned.” All in favor. UNFINISHED BUSINESS Case No. 2021-23: Consideration of the consolidated Heritage Preservation Design Guidelines and associated sign code amendments. City of Stillwater, applicant. Ms. Wittman reviewed updated draft sign code standards pertaining to free-standing and multi- tenant signage, resultant from the Commission’s direction to staff at the last meeting. Motion by Chairwoman Mino, seconded by Commissioner Walls, to recommend that the City Council and the Planning Commission approve Case No. 2021-23, Heritage Preservation Design Guidelines and associated sign code amendments. All in favor. OTHER DISCUSSION ITEMS HPC Preservation Awards The Commission discussed potential candidates for the HPC Awards. Seven awardees were selected for the October 19 City Council meeting. FYI Wood Window Repair Demonstration Videos Ms. Wittman informed the Commission that these four videos are done and will be aired on Friday. Chair Mino stated it was mentioned that the efficiency of old windows can be just as good as new windows when a storm window is installed.
