HERITAGE PRESERVATION COMMISSION MEETING
October 20, 2021

7:00 P.M.
Vice Chairman Thueson called the meeting to order at 7:00 p.m.
Present: Vice Chairman Thueson, Commissioners Finwall, Heimdahl, Holmes, Larson,

Absent: Chair Mino, Commissioner Walls

APPROVAL OF MINUTES
Possible approval of minutes of September 15 2021 Regular Meeting
Motion by Commissioner Larson, seconded by Commissioner Holmes, to approve the minutes of the
September 1S, 2021 meeting. Motion passed 4-0-1 with Commissioner Finwall abstaining.
OPEN FORUM
There were no public comments.
CONSENT AGENDA
Case No. 2021-35: Consideration of a Design Permit for exterior brick repair on the property located
at 208 Main St S in the Stillwater Commercial Historic District. Nick Wilson, applicant and Rich
Rivard, property owner.
Case No. 2021-36: Consideration of a master sign plan for the property located at 401 Main St S in
the Stillwater Commercial Historic District. Gina Kazmerski of Image360, applicant and DCK
Enterprises WI LLC, property owner.
Case No. 2021-37: Consideration of a Design Permit for business signage for the property located at
123 2nd St N in the Stillwater Commercial Historic District. Judd Sather of Fredrick Real Estate
Group, LLC, property owner.
Commissioner Larson asked that Case No. 2021-35 be pulled from the Consent Agenda.
Motion by Commissioner Holmes, seconded by Commissioner Heimdahl, to adopt the Consent Agenda as
amended. All in favor. Case No. 2021-35 was moved to New Business.

City Planner Wittman stated that the building at 208 Main Street South needs parapet repairs because
several bricks in the upper right-hand corner of the building have deteriorated, loosened and fallen.
As part of a roof repair project, the applicant is requesting Design Permit approval for brick repair
(three courses of brick) and flashing installation in black or bronze metal. Staff recommends approval
with six conditions.

Commissioner Larson suggested adding a condition requiring the mortar to match the existing in
color, texture and in tooling or application.
Ms. Wittman suggested another condition of approval requiring the top rowlock course to be darker,
per the original.
Motion by Commissioner Larson, seconded by Commissioner Finwall, to approve Case No. 2021-35,
Design Permit for exterior brick repair on the property located at 208 Main St S with the six staff
recommended conditions, adding Condition #7, the mortar shall match the existing in color, texture,
tooling and application; and Condition #8, the top rowlock course shall be darker like the original. All in
favor.
Case No. 2021-33: Consideration of a Design permit for exterior modifications for the property located
at 324 Main St S in the Stillwater Co m mercial Historic District. Corey Burstad of El evage Devel oprn n_

Community Development Director Gladhill explained the case. Corey Burstad of Elevage Group has
submitted a Design Permit application to convert the rear of the Grand Garage building, formerly
occupied by Lion's Tavern, into the Lora Hotel Event Center. A goal of this project is to provide
uniformity between this facility and the hotel located at the corner of Main Street South and Nelson
Street. There are two major components of the project. 1. Reconstruction of Nelson Street Entrance
(south facade), including painting of existing stucco wall and 2. Reconstruction of outdoor patio,
including revisions to rear wall (west) facade. Staff recommends approval with eight conditions.
Corey Burstad, applicant, reviewed the details of the proposed improvements. He stated the hotel is
trying to accommodate events for its clients. Improvements are designed to bring light into the space
and tie the design into the Lora Hotel.
Councilmember Junker asked if the patio is intended to be two or three season.
Mr. Burstad said the back patio area is blighted and the goal is to make it a beautiful setting for
receptions. Year-round use may occur but they do not plan to use the patio to double the capacity. The
maximum capacity is about 150 persons.
Commissioner Heimdahl asked if artificial turf with paver blocks is proposed. Mr. Burstad replied yes.
Commissioner Holmes asked if windows will be replaced and added. Mr. Burstad replied they are
planning to replace existing storefront windows with full floor to ceiling windows.
Commissioner Larson asked about exact elevations not shown in the application packet. Mr. Burstad
responded they are seeking approval on the materials submitted and will come back if needed as they
further delineate the design, for instance if issues arise during construction.
Commissioner Larson asked about the painting of the courtyard brick white. Mr. Burstad said they
intend to do so, but after doing the demo phase, they may not need to paint the brick. The chimney
will not be painted. It is unknown what will happen on the back of the building after demo.
Councilmember Junker asked if anything is intended for the southwest corner of the property. Mr.
Burstad said new fencing will be installed and the area cleaned up. This design will be submitted.
Commissioner Larson pointed out that if the brick on the back becomes solid white, it will make the
view along Nelson Alley inconsistent.
Commissioner Finwall voiced support for the new use and asked about signage plans. Mr. Burstad
said there are three signs now. They plan to have less signage and will follow code.

Commissioner Finwall asked about tree removal and fencing. Mr. Burstad said they will keep
beneficial trees but remove the scrub. Fencing will be consistent black metal following around Second
St.
Commissioner Finwall asked about the concrete wall along the sidewalk, screening of mechanical
fixtures, future improvements and lighting. Mr. Burstad said they are not currently proposing any
change to the concrete wall until they explore the structure more. They will follow City code
regarding screening of mechanical, and installation of downlighting and string lights.
Commissioner Finwall asked what the canopy material will be. She also asked about the window trim
in the back, and trash storage. Mr. Burstad stated the canopy will be aluminum possibly with wood
inserts as shown in the plans. The window trim will be bronze and black, and there will be common
trash storage in the garage in the back.
Commissioner Holmes recognized the site is difficult. He encouraged the applicants to continue to
keep in mind unification with the existing hotel.
Asked by Vice Chair Thueson for clarification, Mr. Burstad said that an open canopy like on the Lora
building will be applied after the green awning is removed. The door will remain inset.
Motion by Commissioner Larson, seconded by Commissioner Holmes, to approve Case No. 2021-33,
Design permit for exterior modifications for the property located at 324 Main St S, with the eight
conditions recommended by staff, adding Condition #9, black metal fencing shall surround the property
and be consistent on all sides; and Condition #10, exterior lighting shall be cafe style lighting; all other
lighting shall be reviewed and approved in advance by staff. All in favor.
Case No. 2021-34: Consideration of a Design permit for window replacement for the pro perty locatedat
236 Main St S in the Stillwater Commercial Historic District. Lynda Bartlette of Beissel Window and
Siding, applicant and Randy Nelson,_ property owner.
Ms. Wittman stated that the property owners are requesting a Design Permit for the replacement of
five, second story windows on the east (front) fagade. They are proposing replacement of the wood
frame, three over one, single sash windows with five, powder coated aluminum windows with same
size, mullion, and pane configuration. Staff recommends approval with three conditions.
Randy Prop, representing the applicant, explained that the windows cannot be repaired because they
are in very bad condition. They are not original to the building.
Commissioner Heimdahl voiced general concern about the frequency of window replacement
requests coming before the HPC. He feels it is important to consider repair options before looking at
replacement. He asked if the applicant has reached out to craftsmen or carpenters about repair.
Mr. Prop stated no, partly because when they were before the Commission a few years ago, the
Commission recommended they replace these windows.
Vice Chair Thueson remarked the HPC supports repair when possible but when deterioration is quite
far advanced, it can be appropriate to replace historic material, matching design, color and texture.
Based on the photos provided and what can be seen from the street, he feels these windows are
deteriorated enough that replacement is warranted.
Motion by Commissioner Finwall, seconded by Commissioner Holmes, to approve Case No. 2021-34,
Design permit for window replacement for the property located at 236 Main St S, with the three
conditions recommended by staff. Motion passed 4-1 with Commissioner Heimdahl voting nay.

The Commission decided to reschedule meeting dates to November 10 and December 8.
Ms. Wittman shared that the City Council passed first reading of the new design guidelines.
Councilmember Junker and Vice Chair Thueson complimented staff and Commissioners on the
presentation of the Heritage Preservation Awards at the City Council meeting.
