The annual Report of the Chief of the Fire Department for the year 1944 was
read and ordered placed on file.
On motion of Councilman Twetten, the City Clerk was Authorized
and directed to advertise for bids for the official printing for the City for
the year 1945, bids to be returnable at the next regular meeting to be held on
February 6, 1945 at 7:30P.M.

Resolution providing for the payments of special assessments on
sprinkling district Number 18 for 1944, in three installments was read and was
on roll call uneminously adopted.
Warren E. Maunsell attorney for Jens P. Stevensen presented a
claim against the City Of Stillwater, in the amount of $660.00 on motion of
Councilman Linner claim was referred to City attorney Ralph McGrath.

On motion of Councilman Hagerty it was decided that City Attorney
Ralph McGrath be instructed to write the State Tax Commission dor an estimated
cost on a State reassessment for the City of Stillwater.
Councilman Linner staged that he wished to go on record as being
opposed to a State reassessment.
A resolution was read by City attorney Ralph Mcgrath, fixing the
salary of the City Assessor as follows, for the year of 1945 at the sum of..,
$2400,00 and for the year 1946 at the sum of $3000.00 on roll call Councilmen
Hoyoss, Linner, Twetten and President Brodeen were in favor of this resolution
and Councilman Hagerty opposed.
Resolution directing the payment of bills was read and was, on
roll call unaminously adopted.
On motion of Councilman Hagerty meeting Adjourned.

the premises at 402 South Main Street in the City, pleaded guilty in the

premises by the licensee to a minor and the Mayor stated he thought Berg's
license should be revoked.
After some discussion , Councilman Linner made a motion , duly
seconded, that Berg's license be immediately suspended and that a hearing be

license to be revoked if the facts brought out at said hearing proved an actual
sale of intoxicating liquor by said licensee to a minor.

Special Meeting;
Meeting called to order by President Brodeen.
All members of the Council present.
Meeting was called for the purpose of considering the revocation
of the off -sale intoxicating liquor license granted Urban C. Berg, doing
business as the Stillwater Liquor Store, at 402 South Main Street, Stillwater,
Minnesota in accordance with the action taken by the City Council at the Special
meeting held January 23, 1945.
The specific charge made against Urban C. Berg , was that on
January 18, 1945, he had sold a bottle of intoxicating liquor to one Joe Raduns,
a minor of seventeen years of age. Mr. Berg denied the charge.
Mr. Berg was represented by Warren Maunsell and Reuben G. Thoreen
as his attorneys, and evidence was presented to the Council against and in favor
of Mr. Berg.
After hearing the evidence produced, the Council, on the motion
of Councilman Linner, duly seconded, voted to dismiss the proceedings involving
the revocation of Mr. Berg's license.
On motion of Councilman Linner meeting adjourned.

Bids for the official printing for the City for the year 1945
were opened and read from the Evening Gazette and from the Stillwater Post
Messenger and on motion of Councilman Hagerty, the bid of the Evening Gazette
was accepted and the prtper officers of the City were authorized and directed
to enter into a contract covering same.
Bid from Raymond H. Carlberg for redecorateing City Hall opened
and on motion of Councilman Linner bid was rejected.
Application of C. Harvey McIntyre. to do the auditing for the
City that is to be done in the year 1945 was read and on motion of Councilman
Hagerty, his application was accepted and he was hired to do the work.
Letter from City Tresurer Margaret B. Nordstrom in regard to the
balance carried by the City of Stillwater at the First National Bank of Stillwater,
she stated the balarce was over ;064,000.00 secured only by the usual amount of

Annual reports for the year ended December 31, 1944 were presented

Annual roport for the fiscal year ended December 31, 1944 of the
Fireman's Relief Trust Fund was presented anu read and on motion of Councilman
Twetten were accepted and ordered filed.
The City Clerk presented his anneal report for the fiscal year ended
December 31, 1944 and on motion of Councilman Lipner, the City Clerk was
authorized and directed to advertise for bids for printing 500 copies of same
in pamphlet form and one publication in the newspaper, bids returnable at the
next regular meeting to be held on March 6, 1945 at 7:30 P.M.
The City treasurer's report for December 1944 and the City Clerk's
report for December 1944 were presented and after examination by the Council,
on motion of Councilman Linner were accepted and ordered filed.
The City Engineer read his annual statistical report of Street Department
activities for the fiscal year ended December 31, 1944 and on motion of Councilman
Linner was accepted and ordered filed.
r On motion of Councilman Linner it was decided to add property damage
to the present Public Liability Insurance carried by the City of Stillwater,
at a cost of 879.00 for the balance of the year 1945.
On motion of Councilman Twetten City Clerk was authorized to transfer
8200.00 from the General Fund to the Mayor's contingent fund.
A letter from the State of Minnesota, Department of Taxation in regard
to reassessment for the City of Stillwater was read and ordered placed on file.
on Motion of Councilman Linner, City Engineer Abercrombie made the
first reading of an ordinance "Regulating The Use Of Highways Within The City
0f Stillwater".
City Attorney reported that he had written Frank Raven in regard to
a payment due the City of Stillwater and had not received a reply.
After considerable discussion in regard to Stenenson c4alm against
the City of Stillwater, The Council felt that a settlement should be made
through the City Attorney's office.
On Motion of Councilman Linner, it was decided to obtain and erect
suitable signs at each end of the Everett Street Bridge.
Resolution directing the payment of bills was read and was, on roll
call, Unaminously adopted.'

Special Meeting;
'.� Meeting called to order by President Brodeen.
All members of the Council present, also present were Messrs. Simonet,
Peaslee, Kleinachnitz and Groves of the water Board.
Meeting having been called to dicuss wages and salaries of
C1`y employees.
After cosidwrable discussion it was decided to pay the regular
employees of the Street Department at the rate of .75 per hour, extra employees
.65 per hour and fthremen .90 per hour, time and one half after regular 9 hour
day and 96 hours vacation pay, effective March 1, 1945. City attorney was
instructed to draw up resolution covering same to be passed at the next regular
meeting.
The Council felt that something should be done in regard to
'— 050,000.00 charge against the City of Stillwater by the Water Board, and after
some discussion it was decided that the City Attorney cheek this matter and
report at some future meeting.
Resolution fixing salary of City Treasurer at 150.00 per moth
was read and was, on roll call adopted.

MINUTES OF THE MEETING OF THE COMMISSIONERS OF THE SINKING FUND.
At a duly called meeting of the commissioners of the Sinking
Fund held at the 41ty Hall on the 27th day of February, 1945, there were
present Mayor Brodeen and Councilman Linner and Councilman Twetten.
Councilman Twetten offered the following resolution;
WHEREAS, on the first day of April, 1945, $6000.00 of the
refunding bonds issued April, 1, 1941, will become due and payable at the
First National Bank and Trust Company of Minneapolis, Minnesota, and
WHEREAS, it will be Necessary for the City of Stillwater to
provide for the payment and redemption of said bonds;
THEREFORE BE IT RESOLVED BY THE COMMISSIONERS OF THE SINKING
FUND OF THE CITY OF STILLWATER that a warrant be made and the same is hereby
ordered drawn on the first day of March, 1945, on the City Treasurer from the
Sinking Fund of said City and to be used only for the purpose of redeeming and
paying off the said $6000.00 of bonds due April, 1, 1945 as aforesaid and on
roll call this resolution was unaminously adopted.

A.S. Anez spoke about the matter of an increase in his salary for garbage
hauling, and on motion of Councilman Linner, it was decided to give him an
increase of 00.00 per month from 2].5.00 per month to 225.00 per month, on a
one year contract starting on May, 2, 1945 and the proper officers of the City
were authorized and directed to enter into this kind of a contract.
Citj7 Clerk read a resolution, Authorizing and directing the disbursement
by the City Clerk, of the Stillwater Library Fund to the Library Board, which
resolution was on roll call unaminously adopted.
City Clerk read a resolution upon the subject of water rents, which
resolution was on roll call unaminously adopted.
City Clerk reed a statement from Marion Jordy registered nurse, for
professional services rendered to Fayette Castle from March, 23 to April, 5
1945, and after considerable discussion by the Council, on motion of Councilman
Twetten it was decided to table this matter.
City Clerk read a resolution approving assignment of securities,which
resolution was on roll call unaminously adopted.
Mr. Larson owner of the Arlington apartments complained to the Council
about what he considered unecessary anoyances from people congregating at late
hours around the Chestnut Steps and what he considered driving tp and down third
Street at excessive speed, after considerable discussion by the Council this
matter was referred to Acting Chief of police Oscar Anderson. and the Chief of
City Attorney reported that he and the health officer
Police had investigated premises at 207 North Third Street,tand he feltthatno
changes could.. bemade to improve.the condition at this time.
City Attorney reported that he had. sent 9 letter to Leslie at the wrong
address,and mould send another letter to the right address.
President Brodeen announced the appointment of Albert V. Hoyoss on the
Beard of Health, end on motion of Councilman Linner, this appointment was confirmed.

Acting Chief of Police brought up the question of an extra man to fill
in during vacation periods.
Councilman Hagerty brought up the natter of inspecting that part of No.
First Street leading to Mrs Atwoods home, as decided on at a previous meeting,
the City Engineer reported that arrangements had been made to improve the street
to what he thinks will be satisfactory to Mrs Atwood, and does not consider it
necessary for the Council to inspect street now unless they choose to do so.
Council Hagerty asked the City Engineer if he knew whet the condition of
Fourth Avenue was like and the Engineer informed him did.

Reports of the City Treasurer end City Clerk for the month of April, 1945
were presented and after examinat:_m by the Council on motion of Councilmen Twetten,
reports were accepted and nrderid filed.
City Clerk read a letter from the American Legion Post Number 48, recomm-
ending Miss Dona Harsh for the position of Life Guard at the bathing beach for
the coming season. On motion of Councilmen Linner, Miss Donna Harsh was hired for
the position at the same salary as was paid last year of 0.00.00 per month.
City Clerk read a letter from the R.N. McGarry and Son Agency, informing
the Council that the Workmen's Compensation Insurance carried by the City of
Stillwater with their company .will expire July, 1, 1945. On Motion of Councilman
Twetten, it was decided to renew this insurance for the term of one year.
City Clerk brought up the matter of transferring the 3.2 beer, Cigarette
and soft drink licenses issued to Stilton 3elideau from 124 North Main Street to
304 North Main Street, after considerable discussion by the Council this matter
was referred to the City Attorney for an ppinion, the City Attorney ruled that
according to an ordinance number 295 passed April, 4, 1933 it would be illegal to
transfer licenses from one address to another.
The appraisers appointed to appraise that part of lots 5 and 6 block 18
Original Town for the purpose of sale to the Friendly Valley Motor Company, filed
their report with the Council, the value placed on the several parts of said lots
was 000.00 which was satisfactory to the City Council and the Friendly Valley
Motor Company and the City Attorney was therefore instructed to prepare a resolution
authorizing the sale of said lots to the Friendly Valley Motor Company.
The City Attorney reed a resolution, authorizing the sale of parts of lots
5 and 6 in block numbered 18, Original Town now City of Stillwater, to the Friendly
Valley 'rotor Company, which resolution was on roll call unaminousley adopted.
City Clerk read a letter from Mr. Paul J. Roseland in regard to sale of
lot..23 block numbered 7 Carli and Schulenberg addition to Stillwater, no action
was taken, but the Council decided to view the premises there with Mr. Roselands
request in mind.
On motion of Councilman Twetten, the City Clerk was authorized and directed
to transfer 0.000.00 from the General Fund to the Recreation Fund.

Federal funds to be allocated to municipalites to cover engineering fees in connection
with some approved public work projects, after some discussion by the Council it
was decided to table this matter.
Councilman Hagerty suggested that the City Attorney should write a letter
to the City Council of the City of St.•Penl in regard to an ordinance licensing
pin ball machines.
Mr. Axel Lee and it's. Theodore Brockman appeared in behalf of themselves and
others asking how to proceed to have the City lay a sewer on Maple Street west of
Owen Street, they were advised to obtain signers to a petition requesting a sewer
and the City engineer offered to prepare a petition for them.
On motion of coencilman Linner, the Chief of Police and the City Engineer
were Instructed to erect two stop signs on north Owen and Wlikin Streets and also
to change the stop sign at Third and Chestnut Streets providing for traffic to turn
to the right on Chestnut street to proceed without stoping.

Reports of the City Treasurer and the City Clerk for the month of July,
were preaented, and after examination by the Council, on motion of Councilman
Linner, were accepted and ordered filed.
Report of audit of the Stillwater City Schools by Harvey C. McIntyre
for the fiscal year ended June, 30, 1945 was presented, and after examination
by the Council, on motion of Councilman Lipner was accepted and ordered filed.
Mayor Brodeen announced the appointment to the police force of George
LeQuea, and on motion of Councilman Twetten this appointment was confirmed.
Contracts with Lawrence W. Linner and the John J. Kilty Company for coal
for the City for the season of 1945 and 1946, which contracts were drawn up by
the City Attorney were presented, and after examination by the Council, on motion
of Councilman Linner were approved and ordered filed.
On motion of Councilman Hagerty, the City Attorney made the first reading
of an ordinance licensing Fin Ball Machines and Jute Boxes.
Mayor Brodeen announced the reappointment to the Port Commission of
George V. Bancroft for a three year term, on motion of Councilman Twetten this
appointment was confirmed.

City clerk read a letter from thy E.J. Resusicator Co. in regard to an
aspirator to be attached to the resusicator now owned by the City, on motion
of Councilman Hagerty it was decided to table this matter.
Application from Glenn Neake for the sale of 3.2 beer at 201 North
second street was read, the Council decided to defer action on this application
until the next regular meeting to be held on the 2nd day of October, 1945.
The Assessors report, compiled 14 Albert Ranum Assessor was presented,
on motion of Councilman Linner the report was accepted and ordered filed.
On motion of Councilman Hagerty, the City Attorney was instructed to
get an opinion from the Attorney General in regard to a refund on the Barnholdt
liquor license for the year 1945.
A letter from the School Board with a resolution requesting a levy of
$85000.00 for School purposes for the year 1946 was read, on motion of Councilman
Twetten, was laid on the table to be taken up at a future meeting.
Lawrence W. Linndr and Frank Schaffer appeared before the Council in
regard to a stairway leading from the sidewalk to the basement of the Legion Club.
On motion of Councilman Linner,American Legion post number 48 were granted permission
to erect a stairway from the sidewalk to the basement of the Legion Club.
Bide on furnishing a truck for the street department were opened and

On motion of Councilman Lipner, license for On sale only of 3.2 beer was
granted to the American Legion Post number 48 at their Club Rooms at Third and
Myrtle Streets.
On motion of Councilman Twetten, a bowling alley license was granted to
Robert & Minnie Burger at 319 South Main Street. This license covers four alley's
on the main floor.
Report of the City Treasurer and The City Clerk for the Month of August,
1945, were presented and after examination by the Council, on motion of Council-

Report of the City Treasurer of receipts and disbursements exclusive of
taxes for fiscal year ended October, 1, 1945, was presented and after examination

at 7:30 P.M. and minutes of the regular adjourned meeting held on the 5th day
of October, 1945 at 5:00 P.M. read and approved.
Letter read from Father Soulard in behalf of St. Josephs Church,
requesting a strip of land along the south side of Olive street betwenn wdlliem
and greeley Streets and abuting the Church property was read. The request was
discussed with the City Attorney and City Engineer, as a result the Council
felt disposed to convey the property to the Church, on suggestion of the City
Attorney the St. Joseph Church was asked to make the City an offer. On motion
of Councilman Hagerty, the City Attorney was instructed to advise Father Souiard
accordingly.
Letter from League of Municipalities and Schedule in regard to second
annual session of the Municipal Airport Problems Institute sponsored by the
State Department of Aeronautics was read. The Council felt they should have
some representation there, On motion of Councilman Hagerty, the Mayor was des-
ignated official representative his expense to be paid out of the Mayors
contingent fund.
Letter from F.A. Raven with report of terminal tonnage unloaded up
to October, 1, 1945 inclusive was read (check enclosed for $438.46) and after
examination by the Council was ordered filed.
Letter from R.W. McGarry & son Agency about dividend on compensation
insurance was read and ordered filed. (check enclosed for $177.59)
Letter from the Federal Works Agency Bureau of Comunity Facilities
was read, after some discussion by the Council, this matter was referred to
the City Engineer.
Applications of James L. Gardner, for ON and OFF sale of 3.2 beer
licenses at Browns Creek Inn were presented but on account of being in the
residential district were automatically laid over until the next regular
meeting, to be held on the 4th day of December, 1945, at 7:30 P.M.
Application from the American Legion Post # 48 for ON SALE Liquor

of Councilman Twetten, this license was granted.
On motion of Councilman Linner, the 3.2 beer license granted to the
American Legion Post # 48 on October, 2, 1945, at 7:30 P.M. was cancelled.
Applications of Leo Jewell for licenses for eleven (11) pin ball mach-
ines and six (6) jute boxes were presented. On motion of Councilman Lipner,
these licenses were granted.
Applications of Kenneth Ferguson for licenses for ten (10) pinball
machines and ten (10) jute boxes were presented. On motion of Council Hoyoss,
these licenses were granted.
Application of Dan Meter , Minneapolis, Minnesota for one (1) jute
box was presented. On motion of Councilman Linner, this application was re-
jected because applicant is not a resident of the City of Stillwater.
Mr George Thompson appeared before the Council requesting that they
sell to him a piece of ground (area indefinite) along the south side of the
city terminal property, and adjoining lot 5 block 1 of Hersey Staples Co.
addition. The Council advised Mr. Thompson that this is a part of the terminal
property under a long term lease to F.A. Raven and could not be sold under
any circumstances.
Mrs Lawrence appeared before the Council requesting that the City
have certain trees and brush removed from the City property immediaately
north of her property. She was also advised that this property was under
long term lease and that Mr. Raven would be contacted in view of satisfying
her request.
Reports of the City Treasurer and City Clerk for the month of Sept-
ember, 1945, were presented and after examination by the Council, On motion
of Councilman Twetten, were accepted and ordered filed.
Contract with Bloom Motor Co. for a truck for the Strect Department
which contract was drawn up by the City Attorney was presented. and after
examination by the council, on motion of Councilman Hagerty, was approved
and ordered filed.

Tenement leases between the Northern Pacific Railway Company and the City
Stillwater, for rooms number seven(7) in the Lumber Exchange Building at
�i10.00 per month and rooms numbered Eleven (11) twelve (12) and thirteen
(13) in the lumber exchange building at 030.00 per month were presented,
and after examination by the council on motion of Councilman Hoyoss,
were approved and ordered filed.
Bond for ON SALE liquor license between the Stillwater Aerie Number 94
Fraternal Order of Eagles and the Hartford Accident and Idemnity Company in
the amount of 03000.00 was presented, and after examination by the Council
on motion of Councilman Linner, was approved and ordered filed.
The City Engineer spoke about the assessment roll for the tarvia assess-
ments for 1945, and was decided to charge thirty six cents($.36) per lineal
foot for this work.
The Council discussed the matter of attaching license tags to pin ball
machines and jute boxes, some of the operators having requested the priveledge
of attaching their licenses by the use of thumb tacks, this was not considered
practical, it was apparent that this method would not be practical as they
would be to easily and very likely removed. It was the consenus of opinion
among the Councilman and was ao decided that these licenses must be made up
in sticker form and placed on the inside of some glass pobtion of the machine
readily visible.
Judge Nolan made a request for an increase in his salary supported by
a statement of increased demand on his services, due to considerable increase
in Court cases being handled over previous years, he felt the maximum muni-
cipal salary was due him in view of the increased work. After some discussion
by the Council it was decided to table this matter until the next regular
meeting.
On motion of Councilman Linner, the City Clerk made the first reading
of an ordinance amending, An ordinance for the purpose of promoting Health,
safety, order, convenience and general welfare, by regulating the use of
land, the location and the use of buildings and the arrangement of buildings
on lots and the density of population an the City of Stillwater, Minnesota.
Mayor Brodeen announced the reappointment of Frank Schaffer to succed
himself for a three year term on the Park Board, and on motion of Councilman
Linner, this appointment was confirmed.

street improvements on water street to accomadate the bus traffic. On motion
of Councilman Lipner, the City agreed to make the necessary street improvements
in front of the Union Depot and the City engineer was instructed to draw up the
plans.
The Council then took up the matter of the budget for the City
for the year 1946, and went over it carefully, item for item and the following
budget was agreed on and the resolution covering same to be passeed at the next
regular meeting to be held on the 4th day of December, 1945, at 7:30 P.M.

a charge of $5.00 for the ambulance.
On motion of Councilman Hagerty, a public scales license was
granted to Tom Curtiss for one year at 025.00.
Petition to vacate part of East Hudeen Street with five signers
was read, City Clerk read a resolution on same which was on roll call unanimously
adopted.
Reports of the City Treasurer and the City Clerk for the month
of October, 1945, were presented and after exeminati)n by the Council, on motion
of Councilman Hagerty, were accepted and ordered filed.
Oscar Andersen, Chief of Police reported that George Lequea,
Patrolman had resigned and was attending school under the G.I. Bill of Rights.
On motion of Councilman Twetten, the salary of the Conciliation
and Municipal Judge was increased from $1800.00 to $2000.00 per year, resolu-
tion covering the same to be passed at the next regular meeting.
On motion of Councilman Twetten, the City Clerk made the second
--. reading of an ordinance, amending an ordinance for the purpose of promoting
health, safety, order, convenience and general welfare, by regulating the use
of land, the location and the use of buildings on lots, and density of popu-
lation in the city of Stillwater, which had Its first reading on the 6th day
of November, 1945, it was read section by section and roll call after each
section was unanimously adopted, the chair put the question shall t'.1s ordin-
ance pass, was unanimously adopted.
Hearing on assessment rolls in sprinkling district number 18
for 1945 and no one was present to object to same and on motion of Councilman
Twetten, these assessment rolls were confirmed and established.

previous meeting, in answer to which the City Attorney wrote suggesting that
they make an offer to the City of $50.00 for the land, in this letter Father
Sourlard objects to the Church paying more than they consider a nominal sum.
On further consideration by the Council, Councilman Hagerty moved that the
property be conveyed to the Church for the legal consideration of 61.00 and
the City Attorney was instructed to prepare a resolution to be read at the
fleet meeting.
Easement from Ray McGarry to the City of Stillwater was presented
and after examination by the Council on motion of Councilman Hagerty, was so-
cepted and the City Clerk was instructed to have same recorded.
On motion of Councilman Hagerty, Mayor Brodeen's appointment
of Leonard W. ^lass and Free Peterson to the police force were confirmed.
-- On motion of Councilman Hoyoss, Mayor Brodeen's appointment
of Karl G. Neumeier to the Park Board was confirred.
On motion of Councilman Hoyoss, Mayor Brodeen's appointment
of A.W. Kleinsehnitz to the Port Commission was eg3ppfirmed.
On motion of Councilman Hoyess, Mayor Brodeen's appointment
of Bert 0. Lund to the Fort Commission was confirmed.

On motion of Councilman Hagerty, the chief of the Fire Lepertment
was authorized to purchase nozzles and lights.
Councilman Hagerty presented a request in behalf of the Norweelan
Lutheran Church on Sixth Street for an additional street light on South Sixth
Street between Myrtle and Olive Streets and also in behalf of the American
Legion for an additional light on South Third Street between Chestnut and Myrtle
Streets, which requests were granted and referred to the City Engineer.
On motion of Councilman Hacerty, sewer connection prrmit was
granted to Harry Callender at a cost of 450.00 on lot 1 Block 15 Carli Schulen-
berg's addition to Stillwater.
