the proposed bill regulating bond issues by Municipalities.

that there is a bill pending in the Legislature of the State of Einneeltapto nut
Fire Departments in villages end Citlee over 5000 population under a Civil Service
System; and
Whereas,the City Council of the City of Stillwater consider suck a move
detrimental to the efficient operation of Fire Departm: nts.
Now, Therefore, Be it Resolved by the Council of the City of Stillwater
that the State Senator and Representatives of this District be requested to oppose
the passage of the proposed civil service system of govering Fire Departments.

Communication from Councilman Ogren tendering his resignation as a
member of the Council was read, and on motion of Councilman Carson his reaig..ation
was accepted.
The matter of providing for a pension for disabled and z=;ed firemen was
presented by Chief McCann, and after some exxlantion by th.: City Attorncy,it was
on motion of Councilman Carlson referred to the City Attorney to investigate and
report on at some later meeting of the Council.
On notion of Councilman Lavine it was decided to offer the Carroll
Investment Co., j35.00 for a quit claim deed of a certain 18 foot strip of land

Representatives of the H. Msrtba 8t.,Stillwater Ave.,and St. Croix Ave.,
sewer and grading project were present and inquired as to the intentions of the
Council in the matter end Mayor Shells explained to them that after the Council
had made a eyeful investigation both of the property and the people Interested
and had viewed the property in pereon,that it was t:eir opinion that the majority
were opposed to going ahead with the proposed improvement,end that in so far as
sewer and water was concerned it could not be done at this time,but that an effort
would be made to improve Martha St.,for travel by grading it up and if possible
gravel the same this fall.
Jesse Roberta ap;,eared before the Council asking permission to connect hie
residence at 206 D. Marsh St.,with the sewer in So. First St.,by connecting onto
the Hart and Tobin sewer already in use,and on motion of Councilman Carlson such
permission was granted upon payment to the City of $50.00.
The City Attorney reported that the case of M. J. Howard vs the City of
Stillwater had been decided by the Supreme Court in favor of the City.

for a new one,and that Landeen had agreed to pay $125.00 of that amount in monthly
installment of 110.00,and on motion of Counoilmen Loeber it was decided to make
the exchange for a new motor cycle. Councilman Loeber offered an Ordinance amending

Mr. Edrin F. Jones, Consulting Engineer,was present and made both
written and verbal report on repairing the heating plant and it was decided to
have same repaired under his directions.
Report of City Treasurer for the month of July was presented and
ordered filed.
The Board of Equalization submitted its report upen the assessment
roll of the City of 9tillwater,as returned by the City Assessor and as revised
and equalized by the Board of Equalization, and on motion of Councilman Loeber
the same was aocepted,approved and confirmed.
The assessment rolls for sprinkling the streets wt th tarvia or
water was taken up and read,and Councilman Carlson moved as follows;

levy upon and against the several lots, parts of lots and parcels of land situated
in the City of Stillwater and embraced within the boundaries of Sprinkling Districts

Minutes of the meeting of the Commissioners of the Sinking Fund.
At a duly called meeting of the Commissicrers of the Sinking Fund held at
the City Hall on the 20th day of September,1927,there were present Mayor Sheila
and Councilmen Loeber and Carlson.
The following preamble and resolution was duly adopted;
Whereas on the 1st day of oetober,1927,$4000.00 of the Refunding
Bonds of the City of Stillwater, issued October 1,1917 will become due and
payable at the Fifth Avenue Bank of Mew York,and
Whereas it will be necessary for the City of Stillwater to provide
for the payment and redemption of said Bond which becomes due and payable
aforesaid,
Therefore,Be it Resolvesby the Commissioners of the Sinking
drawn oni thof e Cityillwater Treasurerhfrom t a therant be made and the Sinking Fund of said Citye is andebe used erect
only for the purpose of redeeming and pafing the said SO000.00 bond due October
1,1927 as aforesaid.

Minutes of last regular meeting held Sep. 20,1927 and minutes of the
meeting of the Commissioners of the Sinking Pttd held on same date were read and
approved.
Notice of the hearing of the N? P. Railroud Company before the Railroad
and Warehouse Commission to discontinue certain trains between here and White
Bear was read and the City Att.rney was instructed to represent the City at said
hearing o:: Oct. loth.
Report of Clerk of the Municipal Court of collections for the month of
Sept. was read and ordered filed.
Or motion of Councilman Rydeen the City Engineer was instructed to cause
to be constructed cement steps on Linden Street at the corner of No. Fourth St.
On motion of Councilman Lavine the City Attorney was instructed to procure
deeds from the ilcPhetres heirs covering Lots 4, 5 & 3 B1k. 16 of the Original Town,
now City of Stillwater,for J. P. Stevensen,and to pay them 3100.00 out of the
proceeds of the sale of said lots to Ur. Stevensen for 3400.00.
On motion of Councilman Carlson a refund of S12.18 was ordered paid to
Mary Schilling being for tarvia assessment paid twice, she havi::g paid the same to
the City Treasurer andMroneously certified to the County Auditor and paid there
with her taxes, vs Lot 3 Biook 71 Cerli & Schulenbur?e Addition.

On motion of Councilman Rydeen the City Treasurer was instructed to
cancel,. all Local Improvement Assessments against lots 4, 5, and 6 Block 16 of
the Original Town,now City of Stillwater.
On motion of Councilman Carlson the City Clerk and City Treasurer were
authorised to transfer $500.00 from the General Fund to the Certificate of
Indebtedness Intereet Fund.
On motion of Councilman Loeber the City Clerk and City Treasurer were
instructed charge off the balances in Sprinkling Districts Nos. 11,12 & 13 and14
charge same to the General Fund.
On motion of'Oounoilman Loeber the City Clerk and City Treasurer were
instructed to credit Sprinkling District No. 15 the amount of the cost of
sprinkling the streets with tarvia during the season of 1927,over and above the
amount of the assessment roll, plus the amount received or to be received from
the State Highway Department and the Street Railway
