The City Attorney reported that 'Ur. L. ?. Raymond had agreed to let a
certain portion of his farm,mvich he is eeeki::g to take out of the City, to
remain within the City limits, and upon motion of Councilman Murphy the
proposition as submitted by the City Attorney las approved.
On motion of Councilman Caalaas the City Attorney was authorized to
employ hiss Fiorenoe ttelaon,to work for the City at :55.00 per month.
On motion of Councilman. Lammers the action of the City Treasurer,upon
recommendation of the Tax Committee, in. aeceptitg 3274.29 in full for aesses-
ment3 for local improvement' vs Lots 11 and 12 51olk 41 of the original Town,
now City, of Stillwater, was ivpreved.
City Engineer submitted his annual reports which were read and ordered
filed.
On motion of Councilman Lammers the Clerk was instructed to advertise
for bids for City printing,, bids to be male returnable at the next Teeelsy
Meeting of the Council.
Resolution authorising the Mayor :;o bo^Tom money and resolution directing
the payment of bills were both unanimously adopted.
On motion of Councilman Murphy Counci' adjourned to meet Friday Jan. 5th

On motion of Councilman Lammers a Soft Drink license was refused to Robert
J. Peters at No. 122 No.MMAn Street and license fee ordered refunded.
On motion of Co0noilaan Loeber the bid of the Saxton-Masteraan Company for

Judge Orris E. Lee addressed the Council relative abandoning the old jail
and making other arrangements for the care of City prisoners and the matter was
taken under advisement.
An ordinance relating to the handling of the traffic of intoxicating
liquor was plaosd on its second reading, and read and amended and adopted
mention by section, when the chair put the question,"shall this ordinance pass"
and upon roll call it was unanimously adopted.
Resolution direotigg the payment of bills was unanimously adopted .

Council Called to order by President Smithson.
All members of the Council present, except Counotlman,Murphy.
Minutes of meeting hnid Jan. 17,read and approved.
0n motion of Councilman Galas a soft dribk license was granted to
Anton Reiman, at No. 122 No. Main St.
Maj. Wilson addressed the Council relative to the Armory site and presented
a new plan for same which was generall approved by the members of the Council.
Communication from the Washington County Memorial Association approving the
new Armory site was read and ordered filed.
Communication from W. L. Prince relative to pertain outstanding bills
against the old City Hospital board was read and ordered filed,and on motion of
Councilman Lammers the City Clerk was instructed to ask Mr. Prince for the books
and accounts of the old Hospital board and to proceed to collect outstanding
accounts through the Conciliation Court.
The following annual reports were read and ordered filed.
Report of Stillwater Park Commission, report of School Board, report of
Board of Water Commiesioners,dtillwater Library, Trustees of the Firements Relief
Fund and of the City Treasurer and the City Clerk.
On motion of Councilman Galas the City Clerk was instructed to request
the Public Examiner to audit the books of the City.
On motion of Councilman Lammers the City Clerk was instructed to have 1000
copies of the annual report printed in pamphlet form.
Report, of Clerk of Court of oolleotions for the month of January, and the
reports of the City Treasurer and City Clerk for the same month were read and
ordered filed.
0n motion of Councilman Lammers the appointmeit of Chas. E. Mosier as s
member of the Psrk Board was Confirmed.
The contract with bond attached of Easton-Masterman Co., for doing the
City printing was on motion of Councilman Lammers approved.

Regular Meeting;
Council called to order by President Smithson.
A11 members of 'the Council present, except Councilman Loeber.
Minutes of last meeting read and approved.
Mayor McPherson, and several of the members of the Council of So. Stillwater
wore present, and presented a resolution,which bad been adopted by the eo-oalled
Stillwater Industrial Commiesion,favoring a change in the routing of State
Trunk Highway No. 45,entering the City of Sttllwater,and asked the Council to
adopt a similar resolution, and after some disotseion, the matter was deferred
to some future meeting, upon motion of Councilman Murphy.
A representative of the Street Railway Co., was present and asked the Council
for permission to install and operate a so-called one man oar on the Owen Street
-� line, and on motion of Counoilman Murphy, the matter was deferred for investi-
gation.
On motion of Councilman Murphy, bills aggregating the amount of $1483.54
against the old Hospital was allowed and ordered paid.
Councilman Murphy moved that the site selected for an Armory, at the corner
of Third and Chestnut Streets be approved by the Council, when the consent of
the people who donated the South Main Street site was obtained, which motion
was duly seconded, voted upon and carried.
On motion of Councilman Caalaas a pool table license was granted to the
Stillwater Club.
The City Attorney reported the status of the oases of Jas. W. Fitzgerald we
the City of Stillwater, and F. Peno vs the City of Stillwater.
Resolution dirsoting the payment of bills was duly adopted.
On motion of Councilman Lamers meeting adjourned.

to Armory site read and filed.
On motion of Councilman Lamers the contract for printing the abnual
report of the City Clerk was awarded to F. M. Weloh.
On motion of Councilman Gaalaas the bill of Dr. Kalinoff for $5.00 for
caring for injured fireman was approved and referred to the Trustees of the
Firemen' Relief Fund with recommendation that the same be paid.
On motion of Councilman Lemmers the action of the City Treasurer in
ae-epting $125.00 for looal improvement assessments vs lots 1 & 2 Block 35 Of
the original Town, now City of Stillwater, was approved.
On motion of Councilman Lammers the application of Charles Sullivan for
a Soft Drink license at No. 200 So. Third St. was laid over.
Report of Clerk of Municipal Court of collections for the month of
February, and report of City Clerk of Receipts and Disbursements for the same
month were read a .o,t(iod filed.
City Attorne iheiathe case of James W. Fitzgerald ve the City of
Stillwater had been bettled and paid by the Insurance Company, and Counoilgian
Murphy moved that the Mayor and City Clerk be and they are hereby authorised
and directed to make in the name of the City and deliver a release to the
Murphy Transfer A Storage Company oR all claim. the City has or may have aga'net
that company by reason of an injury happening to James if. Fitzgerald on
August 21,1920,upon the payment of :780.00 by said Murphy Transfer & Storage
Company,or ita insurer,to the said James 5. Fitzgnrald,the same being in settle-
ment of the suit recently started by said James W. Fitzgerald against the City
of Stillwater under the Workmen's Compensation Act of the State of Minnesota,
which motion was duly seconded, voted upon and carried.
An Ordinance relative the the office of Electrical Inspector was placed
on its fret reading, and read and laid over under the rule.
On motion of Councilman 'lurphy the City Engineer was instructed to prepare
plans and srecific-itlonee etc for the so-ca'-ei Hoiyital Sewer.

read and diso#esed and referred to the City Engineer.
Communication from Mrs. J. W. McClure relative to certain lots on West Elkin
street used as play grounds for ohildren,was read and referred to the Play Grounds
Commission.
On motion of Councilman Loeber a Plumbers license was granted to IL G. Grove.

0r motion of Counoilman Loeber , the action of the City Treasurer in accept-
ing $50.00 in full settlement for sewer assessment vs Lot 3 County Auditors Plat
No. 4 was approved.
Report of City Treasurer for the month of February 1922, was read and
prdered filed.
Communication from the Washington County War Memofl4 Association ,with
deeds to the new Armory site, and a release from the subse !mere for the proposed
South Main Street Armory site.w.repreaented, and on motion of .Counoilman Loeber
the samwem accepted, and the City Clerk was instructed to have the dieds placed
of record in the office of the Register of heeds, and to file the release.
0n motion of Counoilman Murphy, all the buildings on the new Amory site
were turned over to the Washington County War Memorial Assoeiation to QAeposs of,
the proceed* of same to be used in equipping the new Armory.
Councilman Murphy offered a resolution instructing the proper officers of
the City to make and execute a deed to the State of Minnesota of the New Armory
Site, conditioned that the deed of the former site be returned to the City, which
resolution was upon roll pall adopted.
0n motion of Councilman Murphy the change in the plane of the Parking
System as prepared by Novell & Nichols in so far as it affects the Armory site
or Civic oenter,was approved.
A deed t- the City of 3tillwater,from The Isaac Bernheimer Realty Co.,
conveying to the City of Stillwater a strip of land 10 feet in width from South
Martha Street to South William Street ,ths south'line=of said strip being 150
feet north of the north line of Pine Street and parrallel thereto was accepted
and the City Clerk was inetruoted to have the same planed of reoord in the office
of the Register of Deeds, and a resolution was offered by Councilman Lammers
instructing the proper officers to make,exeoute and deliver to The Isaac Bernheimer
Realty Co., a deed of a 20 foot strip described se the northerly 20 feet of the
north half of the south west quarter of the south east of the south west quarter
of Section 38, Township 30 North, of Range 20, in exchange for the above described
10 foot strip, which said resolution was duly adopted upon roll pall.
On motion of Councilman Gaalaas the Ordinance relative to Electrical
Inspector was laid over until the next meeting.
0n motion of Councilman Gaalaas the City Engineer was instructed to Obese
the so-called MoKusiok Lake road,when in his judgment it seemed proper to do so.
Resolution directing the payment of bills was duly adopted.

Minutes of last meeting read and approved.
Resolution of thanks by the Council of the City of Stillwater to
the Washington County War Memorial Association, and to others was duly ddopted.
Bond of A. J. Rolm,as Secretary of the School Hoard and bond of R. G.,rove
as a Plumber,were on motion of Councilman Murphy duly approved.
City Clerk reported that he bad caused the deeds of the Armory Site to
be duly recorded in the office of the Register of Deeds of Washington Co.,
and the same were ordered filed.
Report of the Clerk of the Municipal Court of receipts for the month of
March and report of the City Clerk of receipts and disbursements for the same:
month were read and ordered filed.
On motion of Councilman Murphy the City Engineer was instructed to pre-
pare an estimate of the coat of constructing a sewer in Sixth Ave. So.,from

Contract between the Millerburg Auto Electric Co. and the City of
Stillwater for the instnllation of one 16 cell Willard Electric Plant Battery,
type ?H-9 32 volt,9 plate ,was read and on motion of Councilman Loeber the same
was approved and ordered filed.
Certified copy of a resolution adopted by the Board of Water Commission-
ers recommending that the City Coubcll direct the proper officers to execute a
deed to Frank Tobisoh for the south 37 1/2 feet of Lot 7 Block 1 of Churchills
.econd Addition to Stillwater,in exchange for Lot 5 Block 1 of said Churchills
Second Addition, and en motion of Councilman Loeber the same was storoved and the
City Attorney war instructed to prepare the necessary resolution.
Application of Martin A. Torinu3, Jr. for t` , position of watchman at

Report of Collections of the Clerk of Municipal Court. for the month
of April, was read and ordered filed.

On motion of Councilman Loeber, Ch•. s. E. Glaser was elected as Assessor of
the City of Stillwater for the ensuing year and his salary was fixed at $9CC.DC
Resolution appropriating 75,C0C.0C to the Board of Education cf the City

adopted upon roll call.

The matter of constructing the so-called "South Hill District Sewer System
was taken up and discussed, after which Councilman Loeber offered a resolution
entitled "Resolution determining to proceed with the work of constructing s
main sewer and also a sewer to connect therewith along and in certain streets
in the City of Stillwater, and describibg the.course of sail sewers and the
property and parts of streets in, ever and along which acid sewers are to. be
constructed and laid,which said sewers are designated as the "South Hill Dis-
trict Sewer System",and directing the City Clerk to advertise for bids,wbich
resolution was upon roll call duly adopted.
The matter of aprinkling with tarvia certain streets embraced within
Sprinkling Districts 'dos. 11, 12 and 11 was taken r.-. and after due hearing there-
on, Councilman Loeber moved that that part cf North Ovens Street lying north
of Laurel Street to 3ysamore Street an4 the so-called Military ro&d from the
corner of No. Dens Street and Teat Sycamore Street tc the so-called Browns
Creek Bridge, be eliminated from Sprinkling District No. 11, which motion was
duly seconded, voted upon anti carried.
Councilman lurphy then offered a resolution entitled a resolution determin-
ing to proceed with the work of sprinkling with tarvia the streets embraced with-
in Sprinkling Districts Nos. 11, 11 and 11, except that portion of North Owens
Street and the so-called Military Road, and the City Clerk was instructed to ad-
vertise for bids for the dolt:: of sali work anti the furnishing acid materials,
bids to be made r. ._..a';1e June 5th. 1211, at 7.3C ?.M., which resolution was
upon roll call duly adopted.
On motion, of Councilman .oeber it was decided to fix the price per front
foot for sprinkling wit', tarvia at some future meeting.

Street was presented and read, asking that the Counoil eliminate from said sewer
system that part thereof being in South Holcombe Street South of Churchill Street,
and upon motion of Counoilman- Lefler the same was ordered eliminated as was also
that part thereof being in west Willard Street from the oenter of Martha Street to
the center of Everett Street.

the so -celled "South Hill District Sewer System" was taken up and it appearing
that the bid of DeGraff Wolf of $49041.70 was the lowest, Counoilman Murphy
moved that the contract be awarded to DeGraff wolf,and the proper officers be
instructed to execute a oontraot in behalf of the City with said DeGraff Wolf
for the doing of said work and furnishing said materials, which said motion
was seo0nded by Counoilman Gaalaas, voted upon and parried.
The matter of employing a motor cycle policeman was taken up,and discussed
but no action taken.
The matter of passing an ordinance relative to parking ani traffic for
motor vehicles was taken up and discussed and the City Attorney was instructed
to pwepare such an ordinanwe and present the same at the next meeting.
0n motion of Counoilman Murphy the City Engin=er was authorized to engage
an assistant through the summer months at a salary not to exceed $90.00 per month

motion of Councilman 'Murphy the City Engineer was instructed to prepare plans and
specifications together with an estimate of the probable cast of constructing same.

Application of.Orrin Markley for Soft Drink lioenae was laid over until the
next regular meeting.
Annual Report of Library Board read and .ordered filed.
Report of City Treasurer for the month of June was toad and ordered filed.
On motion of Councilman Loeber the Drain Layers Bond of Herbert G. Grove
was approved and ordered filed.
On motion of Councilman Murphy the City Clerk was instructed to draw a
warrant for $755.00 in favor of Jacob Amundson to pay for right of way for the
so-called MaKusiok Lake Road,when requested so to do by the City Attorney.
On motion of Councilman Murphy the price to be charge:•. for ?aryls for
the season of 1922, was fixed at seven (7) and twelve (12) oents,per.°cot.
The matter of constructing sewer in School Street and of oonatruoting
sidewalks on Greeley Street was taken up and Oounoilman Murphy presented a
resolution pertaining to said matter which was upon roll call duly adopted.
On motion of Councilman Loeber it was voted That the City Attorney may
receive from the Stillwater City School District suwh sum of money as the Board
of Eduoatioh may deem proper to pay him for the large amount of time spec and
extraordinary work performed by him in connection with the bond issue of 1150,000.
and the making of builders contracts, bonde,eto „ and whatever sum is so paid him
shall be treated .s and deemed to be additional salary for the year 1922.
On motion of Councilman Lammers, the City Clerk was instructed to advertise
for bide for the hauling of garbage in the City of Stlllwater,bids to be made
returnable Aug. 1,1922 0?7.30 P. M.
On motion of Councilman Lammers L. A. Thompson was engaged at $5.00 per
day to collect and dispose of garbage in the City until Aug. lst,1922.

Minutes of last meeting read and approved.
On motion of Councilman Lammers the $100.00 paid by Benjamin Friedman
on August 12th 1921, as a license fee for a itinerant vendor was ordered refunded.
Oath of office of T. A. Slaughter as a member of the Library Board was filed.
Petition for a street light on the so-called pest house hill was read and
referred to the City Engineer.
Communication from E. W. Simonet,Capt. 135th Inf. asking for the annual
appropriation of $250.00 was read, and on motion of Councilman Loeber, there was
ordered appropriated to each of the two military companies the sum of $250.00.
,On motion of Councilman Loeber the contract for furnishing and sprinkling
tarvia for the season of 1922, was approved.
Bide for the construction of a sewer in School and No. Fourth Streets
were opened as follows;
McGee, Nolan and Brotherton, $84 .00
DeGraff Wolf, 942.92,
and on motion of Councilman Loeber the bid of McGee, Nolan and Brotherton was ac-
cepted and the proper officers were instructed to enter into a contract with
tbem,on behalf of the City, for the performaae of the proposed work.
On motion of Councilman Lammers the bid of Edward Carlson for constructing
sidewalks and curb on portions of Greeley Street was accepted and the proper of-
ficers ware instructed to enter into a contract, in behalf of the Ci-y for the
doing of said work.
Bids for the collection and disposition of garbage were opened as follows;
L. A. Thompson. $110.00 per month.
Carl Pufahl, $87.50 per month, and
on motion of Councilman Loeber both bide were rejected,and new bide palled for
to be returnable at the next meeting of the Council.
On motion of Councilman Loeber Soft Drink licenses were granted to
Carl W. Meister at 105 So. Main Street and to P. B. Lorenz at the Central House.
The application of Orrin Markley for Soft Drink license was laid over
until the next regular meeting.
On motion of Councilman Lammers the Engineers Partial Estimate of amount
due DeGraff Wolf on the so-called South Hill District Sewer System, was approved.
On motion of Councilman Loeber, the sum of $10.00 was appropriated to
L. J. Miller for damages to his garden on account of the construction of the so-
called South Hill District Sewer System.
Councilman Lammers moved that the Council now proceed to apportion and
assess the cost of constructing the sowalled South Hill District Sewer System,
to be known as Local Improvement No. 17,which motion was duly seconded,voted upon
and carried.
Councilman Loeber then offered for the consideration and action of the
Counoil,an assessment covering the cost of constructing the above named sewer,knowr.
as Local Improvement No. 17,which assessment roll was read by the City Clerk,and
Councilman Loeber moved that the sewer assessment and levy just read by the City
Clerk be adopted and placed on file,in the office of the City Clerk,and that
Tuesday August 15th 1922, at 7.30 o'clock P. M.,be appointed as the time and at
the City Hall as the place -hen and wh;re the Council,will meet to further act and
consider the said assesament,atd that the City Clark cause a notice of such meet-
ing to be given in accordance with the provisions of the charter, which motion was
duly seconded, voted upon and carried.
Councilman Loeber moved that the Council now proceed to apportion and
assess the cost of sprinkling with tarvia the portions of the streets embraced
within the boundaries of Sprinkling Districts Nos, 11, 12 & 13,which motion was
duly searnded, voted upon and carried.
Councilman Lammers then offered for the consideration and action of the
Council an assessment covering the cost of sprinkling with tarvia the portions of
the st eets embraced within the boundaries of said Sprinkling Distriots,which
assessment roll was read by the City Clerk, and Councilman Lanncrs moved that
the sprinkling assessment and levy just read by the City Clerk be adopted and
placed on file in the office of the City Clerk,and that Tuesday August 15th,1922,

and on motion. of Councilman Loeber the contract was awarded to E. W. Linner, and
the proper officers were instructed to enter into a contract with E. W. Lipner,

On motion of Councilman Gaalaas the City Clerk was inatru.oted to order
the necessary material for wiring the Fire repartment building, from the Western
Electric Co., they being the lowest bidder.
Bide for the collecting and disp'sing of garbage in the City of Stillwater
were opened and real as follows;

On motion of Councilman Caalaas the Surety Bond of the Cosmopolitan State
Bank as a City depository,was approved.
0n motion. of Councilman Loeber the City Treasurer was insfruoted to accept
$55.50 in full settlement for sidewalk' assessment vs Lot 19 Block 20 of the
Original Town, now City of Stillwater.
The matter of assessments for Local Improvement No. 17 was taken up and
considered and discuseed. '
A petition stoned by eight rroperty owners on Owens Street,requesting the
dounoil,to elimidats a portion of the sewer system on Owens Street was read, and
after considering said petition,Councilman Loeber moved that the petition be rejeot-
ed.
Councilman Loeber them moved that the assessment covering the cost of oon-
structing the sewers known and designated as the Sopth Hill nattiest Sewer System,
being Local Improvement Ilo. 17,which was adopted at a regular meeting of the Coun-
cil held on the let day of August,1922, be and the same is hereby confirmed -and
estatliened, which motion was duly seconded by Councilman Gaaleas voted upon and
parried.
The matter of assessment for sprinkling with tarots the portions of the
streets embraced within the boundaries of Sprinkling ristricts Fos.,11,12 and 13
was taken up,and there being no objection, Councilman Loeber moved that the assess-
ment eoveribg the cost of sprinkling with tarvia the portions of the streets
embraced within Sprinkling Districts Nos. 11„ 12 and 13 which was adopted at a

Council called to order by President Murphy.
All members of the Council present.
Minutes of meeting held Deo. 5th read and approved.
Communication from the City Physician stating that he had approved of sending
DorothyE. Shobloom to the State Sanatorium at Balker, as a City': and County patient,
and on motion of Councilman Gaaleae his action was approved.
On motion of Councilman Berglund Soft Drink licenses were granted to A.B.Green,
August Petereon,Rex Cigar Co and Brenner Drug Co.
Oki motion Of Councilman Lammers`,a Billiard Table license was granted to the
Res Ongmr Co.00 was appropriated to the Washington
Ci motion cm. of'Councilman Lammers i7c•,
County Poultry Association.
Report of Electrical Inspector was%read and on motion of Councilman Lammers
the same was accepted andordered filed.
Report of receipts and disbursements by the City Treasurer for the month of
Nov. war read and ordered filed.
The committee appointed to look into the matter of constructing skating rinks.
reported that they recommended that':. three small rihks be constructed and on motion
of Councilman Calms the City Engineer was instructed to construct said rinks.
Cmmittee on the application of Agnes Reilley for a reduction in the sewer
assessment vs her property reportendddadversely to any reduction.

Councilman Berglund moved that the Council now proceed to apportion and
assess part of the post of constructing sewers in and along those streets or
Parts of streets i described es follows,via;
Westerly::along the center line of Best Pine Street from a point 6} feet east
of the center line of South Greeley }Street tethe center line of South Owens Street.
Northerly along the center line of South Owens Street from a point in the
center of Beet Pine Street t2 the :center of :West Ramsey Street.
Eaatwardly:along the center line of West wiilardiStreet from the center of
Beath Greeley Street to a' point 50; feet west of the west line of SouthEverett Street
Northerly along South Greeley Street on a line 61. feet east of and parallel
witithe centerline of said Street from a point 6} feet south of the center line
of :West Churchill Street,which motion was duly seconded,voted upon and carried.
Councilman Lammers then offere' for the consideration and action of the Conn-
ell am assessmentcovering a part of the cost of constructing the above named

sewen,whioh assessment was readby the. City 0lerk,and.
Councilman Berglund them moved that the sewer assessment and levy just read
by the City Clerk be adopted and placed on file in the office of the City Clerk,
and that Tueeday the 2nd day of January 1923, at 7.30 P.M., be appointedas the
time and at the City Hall asthe place when and where the Councilwillmeet to
further mot and consider the said assessment, and that the City. Clerk cause a
notice of such meeting to be given in acatrdame with the provisions of the
charter, which motion was duly seconded, voted and
dduca carried.

Berglund and also ed!the good feeling that had existed during his sevenyears
services as Councilman and Mayor between the Co -mailman and the various City officials
