and Councilmen be end they are hereby commended for their able, w1Ae,ecOnOmical,
fearless end patriotic admiaistrstlon of the affairs of the City, eines they
have held office, and we tender them our iratitude and hearty thanks for the sue-
coAA1Ul results they have eceompli$hed.
That we take special pride in mentioning and approving their constructive
and progressive work, as well as their whole -hearted lnterert in and loyal devotion
to the welfare of our growing City, the State and the Nation. They have given their
valuable time and talents without pay to the service of the community, with the
result that their management of the.. business of the City has been not only an un-
qualified Auceess, but it was served to set all exceptionally high standard of
excellence and efficiency In municipal government.

by the people to go on with the civic wok in which they have been so pre-eminently

Mr. T. J. McDermott, representing the Northern Status Power Co., addressed the
Council at length, relative to the rates of gas snd electric light in this city.
After some lengthy discussion, Councilman Murphy proposed that a committee of
three be selected to investigate the cost of producing gas, the committee to be
selected as follows;. one to be chosen by the Council, one to be chosen by the
Northern States Power Co, and the two so selected to select a third, which proposition
was agreeable to the representative of the northern States Power Co.,
The matter of recalling the notices sent out to the C °neuters of gas by the
Northern States Power Co., was dleeuseed, and the Power Co., was informed that unites
said notice was recalled the Ctty Attorney vould be instructed to institute such
proceedings in Court as he deemed proper to protect the City and the residents thereof
of the rtgbte of the City under the Contr.ct with said Power Co.
On notion of Councilman Campbell William A. BrOwn was granted a retail liquor
license.
On motio,. of Councilman Murphy the appointments of Patrick Connors end Peter

Annual report of the Library Board was read and ordered tiled.
On motion of Councilmen Campbell the action of the city clerk In drawing a
warrant on the General Fund for the sum of i300 to be placed to the credit of the
Park Fund was approved.
The matter of preventing the spread of the so-called 'Spanish Influenza'
was then taken up .
There were present, upon invitation, a number of the Ministers of the
Gospel, as well as members of the School Board and Faculty, and Physicians, end
a committee who had been appointed by the Washington County Red Cross Chapter.
After a lenghty discussion by the representatives of the various organizations
represented, the matter was left in the hands of the Board of Health to take such
action as the deem best, in closing all niters of public gatherings.

?tremens Relief Fund with the recommendation that they pay the same.
The President of the Council reported that the Committee appointed to
wait on the County Commissioners to ask for an appropriation to repair routs
leading to the City,had performed their task without results, as they were
Wormed by the County Commissioners that no funds were available.
An Ordinance Regulating the Handling and Dleposltion of Garbage was
placed on its firet reading and laid over unto the next regular meeting.
Resolution directing the payment of bills and resolution determine to
proceed to sprinkle with tarvia certain streets and directing the City Clerk
to adverise for bids were both unanimously adopted.

An ordinance amending an ordinance 'trilled • An Ordinance regulating the
handling and disposition of garbage,and fixing the price to be paid to the City
of Stillwater for tbs Palliation and removal of same, and providing for the
punishment of any person violating its provisions' was placed on its first reading
and laid over until the next regular meeting.

City Treasurer, and her bond fixed in the sum of 920,000.00 to be approved by the

warrant In favor of Mrs. M. J. Lots, far the sum of =207.50 balance salary due
hes husband Elmer Lots, as City Treasurer.
The application of W. I. Feller for pool table license was taken up and

Mr W. J. Madden was present and asked the Council to make an apeman,-
tion for the Grain and Poultry show.
On motion of Councilman Murphy the sum of 875.00 was ordered appropriated
for said purpose.
On motion of Councilman Murphy the sum of 8931.78 was ordered paid to Ben
Berglund as a refund on his liquor licence.

On motion of Councilman Woers,Counoilaan Murphy was authorized to sasint
the Chief of the Tire Department in purchasing new beds and bedding, for the
Tire Department.
The City Clerk was instructed to act with the Chief of the Fire Depart -
sent in purchasing wind shields for the two motor driven Tire Engines,and also
in purchasing two miles of wire for the fire alarm system,
An ordinance entitled "An Ordinance to amend Section 5 of an ordinance
regulating the handling and disposition of garbage and filing the prase to be
paid to the city of Stillwater for the collection and removal of the same,and
providing for the punishment of any person Violating its provisions,peesed and
adopted Hay 28th 1919, and published May 31,1919" was placed on its second
reading, and read and adopted section by section, when the chair put the quas-
tion "Shall this Ordinance pass" and upon roll call it was unanimously adopted.
Councilman lolls offered the following resolution,
"Resolved, by the Council of the City of gtillwater,thst by the death of
Councilman Gordon W. Tolen the people of the City of Stillwater have lost the
service of a oapabls,upright and public spirited representative; and the Individ-
ual members of the Council have been deprived of the aid and counsel of an Inti-
mate friend who was s man of splendid ability,eound judgment and scrupulous in-
tegrity.
Mr. Tolen was born in Washington County,Minneeots,and was educated in the
r,g public schools of Stillwater. He lived in Stillwater hearty all his life .
His home and business life was ideal. Re was an earnest. -.and whole hearted sup-
porter of any plan that had for its object the upbuilding of the City of Btili=
water,whioh he loved,ot the promotion of clean outdoor sports for the health and
happiness of its inhabitants. Hs was one of the originators of play -grounds f or
the children of our City,attendsd to the purchase of the necessary playground
apparatusand helped to install it. At the time of his death he was a member of
the Playgrounds Commission. He was the owner of the Stillwater Baseball Club,
and he so successfully managed it that it was the best of its alass.It was the
moans of advertising Stillwater tar and wide. The Rod and Gun Club was starts-d
by him. All outdoor sports appealed to him,and in the enjoyment of the health
giving pastimes the ons inflexible rule be always followed was that any man who
took part in them should play the game squars,else be was not a true sportsman
or gentslman.
In his many successful business activities he was guided by the same rule of
action. Hs himself played the business game honestly and squarely and be bad
no patience with those who adopted the opposite course. No bad an entirely
original and refreshing way of expressing hie viswe,whioh always rang true.
Having recently been appointed a Connoilmsn,be entered upon the diaobarge
of his duties with enthusiasm and energy. He was prominent in business and bank-
ing circles, having been the chief originator of the Cosmopolitan State Bank,
of which eh was president at the time of his death.
Mr. Tolen believed in a greater Stillwater and that South Stillwater and
Oak Park should become a part of the City,and if annexation should ever beooee an
accomplished fact be thought all should pull together In oo-operation to make
Stillwater a large manufacturing center. A short time prior to his death he
called together a number of actibe business men from the three communities and
laid before them his plan for a bigger city that could manufacture products so
PI suooesefully compete with St. Paul and Minneapolis manufacturers. Better roads
between St. Paul and 9tilkwarer were a part of his sobers so that manufactured
articles from Stillwater could be quickly delivered in St. Paul or Minneapolis
by automobile trucks at as low a prioe as Twin City Manufacturers could Bell
them. Ha ea also interested in Community Service work. Had be lived he would
have been an ever increasing power for good in our community.
Illness producing insomnia and a temporary derangement of the mind was the
direct cause of the passing of Mr. Tolen
Sincerely lamenting Mr. Tolen's untimely death and holding his virtues in
