Pettltlon of George 11. Sullivan and twenty nine others,ashing the City to construct
a sewer In myrtle street was received and read and referred tc the City Engineer.
Application of Geo. R. Stevens for a billiard table license was received and on
motion of Councilman Murphy the _License was granted.
Oaths of ofP,lce of Hugh 1). Campbell and Louis E. Torinus, as Councilten were
Presented and ordered filed.
Council tn0K proceeded to nominate and elect a Vice President Of.the.Council, the
term. of Vice President having expired.
Councilman Torinus nominated Councilman Campbell and Councilman Murphy nominated
Councilman Torinus for Vice President of the Council.
The President appointed Councilmen Murphy and Campbell as tellers.

Annual report togetner with the inventory of the Fire Department was read and
ordered filed.
Councilman Torinus made the following motion,' The Council of the City of
Stillwater loth hereby assess and levy upon and against the several lots, parts of
lots.and parcels of land below described,the respective sums of money set opposite
each lot,part Jr lot Or parcel Of land.
This assessment is levied to defray the coat of laying and relaying sidewalks
at places on South Third Street from the south line of Chestnut Street to a point
one hundred feet south of the south line of Walnut Street, in the City of Stillwater.
Minnesota, according to benefits.

estate benefited to defray the cost of laying and relaying sidewalks at places on

Mayor Koiliner reported having received .1000.00 from Moritz Bergstein, an
Part payment for old iron et the Old Prison. which he turned over to the City.
PresidentRollins? appointed Councilmen Woerz, Oampbell and Murphy as
Committee to act with a committee from the Board of Coutp Commissioners to endeavor
to get an appropriation from the State Highway Commission to improve roads in the
Counties of Washington and Ramsey.
On .motion of Councilman Torinus the City Cleric was instructed Qa advertise
for sealed proposals for a contract for the official advertising for the year
1917,in accordance with the provisions of the charter bearing on the subject.
On motion of UOuncilman Campbell the Ctty Cleric was instructed to communi-
naate with the Cleveland Belting and Machinery Company, accepting their offer of
December 23rd 1916, for the 26 x 48 Allis Chalmers Engine.
Resolution directing the payment of bills was adopted by the following vote -
Oou ciimen Campbell. Torinus and 'resident Kolliher voting yea. Councilman
Murphy having been excused from attendance and Councilman woerz absent.

COmmn.tcatlon from A. x„ Doe. Secretary of the C1t1Zens Memorial Day Association,
asking the Mayor to aepoint three delegates to attend the Lincoln Birthday Banquet,
was reed, and at the suggestion of Mr. W. C. Maeterman, President of said Association,
the Mayor aid-alr.ted all the members of the Council as such conJ4lttee.
Appiicattons o: Herman C. Kelm and Alfred i. retersot for Liquor License were
received, sad upon motion. of Councilmen Murphy the licenses were ordered issued upon
the payment of the usual license fee and the filing of proper bonds as required bi law.
Communication from the Northern States Power Company informing the Council that
it had completed its work of Installing the new lights as per contract and requested
the council to inspect the same.
Easton & Bargeman submitted a bid for the legal publications for the year 1917,
an/eh was as foalown. Seventy five cents per folderfar the first Insertion and thirty
five cents for each subsequent insertio..; type t0 be solid nonpareil.
That being the only bid received, Councilman Torinus moved that the contract be
awarded t0 them and that the Ctlliwster Dully Gazette be designated the official paper
for the city during the year 1917, upon their flung a proper bond ss provided by the
charter, which motion was duly seconded. voted upon and c,rried.
The Mayor announced the appointment of Frank T. Wlison, to succeed himself es
a member of the .Stillwater Park Commission, for the term of if.4EeJ9Ear11jlVM upon
motion of Councilman Campbell the appointment was confirmed.
.Reports of City Treasurer for the month sf December and of receipts and dis-
bursements for the year 1916, were presented and ordered filed.
Report of the Stillwater Park Cor:nisslon of their work during the year 1916,
i was read and ordered filed, and a vote of thanks extended to the Commission for their
efficient services.
Report of City Engineer on the Myrtle Street ;ewer was read and ordered filed.
Report of City ingineer together sit:: his estimate cf cost of paving Fine Street
was read and ordered filed.
City C1erjs sfiruea report of receipts and disbursements was read and ordered filed.
Several members of the Library Board were present end Mrs. H. 4. Huntoon, as
spokesman for said Board asked the Council. to assist them financially as their funds
were exhausted, and on motion, of Councilman Murphy the City Clerk was authorized to
draw warrants on the City Treasurer to pay current bliie for said Board until further
order of the COunols
A large delegation of young men were present and Mr. Elmer Carlson an spokesman
asked that the City take some steps towards assisting tnem to construct a toboggan
elide and t0 designate some suitable place for sane. The Mayor Informed them that the
City could not erect and maintain such a slide, but the Crunch would not be adverse
to rendering them such assistance as it could in the matter and appointed as a
committee to attempt to organize a Toboggan club, and report their doings to the Mayor
and Council es soon as they had succeeded to such organlZ9tlon.

The president reported that the Council bad held a meeting with the members of
the board of Water C o,;rdsstcners relative to the indebtedness of the City to that
BoarU, ar.d than the following proposition wns prsctlesaly declded upon, viz;
That the City pay the Board of water Commassiiner the sum of 410.000.00 In full set-
tlement of the Indebtedness of the City to the Water Board for voter rentals due the
Board up to Jan. 1.1917. and the yearly charge of 45000.00 per annum from January 1,1917,
until such time 9s a different rate shall be agreed upon. That the City to to pay the
yearly rental of 45000.00, as follows. 42500 in the Monty. of March. and 42500 it, the
month of Jple each year.
City to pay 41000 In the month of May and i1000 In the month of October each year
begtantrg with the year 1917, until the full atsunt of the old indebtedness of i10,000
is paid, No interest however. is to be charged the city on the balance due the Water
Board, and en motion, of Councilman Torinus, the City Clerk was instructed to notify
the board of aster 3omrasstoners that the Council accepts the terms of water rentals
and the settle;..en.t of the old account as above set forth.

The L:ayor reported that a proposition had been submitted to him for the pur-
chase of the old Engine house property and that the matter kind bean referred to
Coundt.man Campbell.

and there being no protests offered, Councilman. Murphy roved that the assessment
heretofore Reda-to defray the cost and expense of laying and relaylr.g sidewalks
at places on South Third Street from the south line of Chestnut Street to a
Point one hundred feet south of the south line of Walnut Street In the city of
Stlllwater,be confirmed and established. which motion was duly seconded, voted
upon and adopted.
Councilmen Campbell moved that the assessment heretofore made to defray the
Cost rho expense of constructing arld laying curb at places on South Third Street
from the south line of Chestnut Street to a point one hundred feet south of the
south line of Walnut Street,ln the City of Sttllwater,be confirmed and established,
which motion was duly seconded, voted upon and adopted.
City Attorney called attention to the provisions of Section 144 of the
Charter, with reference to the selection of some one to audit the booKs of the
various Boards of the City, and the President appointed Councilmen Torinus and
Campbell, 9s a committce'to take charge of that matter, with full power to act.
Re$0luticn Nos. 46. and 47 relative to the payments Of installments of
assessments for Local Improvements, and the rate of interest the installments
shall bear, and Resolution No. 48 relative to the payment of bills were all
adopted by the following vote, viz; Councilmen Campbell, Murphy, Torinus and
President Kolliner voting yea. Absent Councilmen Woert.

accepted, and the City Treasurer was instructed to accept said secant in full
settlement for said esnessment.

ment and reeplutton No. 51, directing the payment of bills were all adopted by the

Councilman Campbell offered an ordinance entitled ' An Ordinance prohibit-
ing the uae,aale, offering Sr sale or giving away of certain fireworks or
expioalves,and prohibiting the Use,firing or exhlbttlOn Of certain fire arms
within the limits of the city of Stillwater without a license therefor first
obtalred from the Council or Mayor of said City', and moved that the asme be
placed on its first reading, which was done and laid over until the next regular

Report of the City Engineer on the condition of the surrourdirgn of the
old Sabin homestead was read and laid over until next regular meeting.
Report of City Engineer together with his plans and specifications for
grading,gravellmg and improving a part of feet olive Street was read, and Councilman
Murphy offered a resolution entitled a 'Resolution approving plena,apeciftcatlona
and estimates of expense of grading, graveling and improving certain portions of
West olive Street,determix.ing the part of such wort to be done, and directing the
City Clerk to advertise for bids' which said resolution was adopted by the follow-
ing vote, viz; Councilmen Campbell, Murphy, toerz and President Kolltner voting
yea; absent Councilmen Torinua.
Report Of City Engineer stating what private property would necesnnstiy be
taxen in the widening of test Olive Street was read, and the matter of ascertain
the names of the o+.ners of said property was referred to the City Clerk and
City Engineer.
On motion of Councilman Campbell the City Engineer wen instructed to notify
the Linneapolla and St. Paul Suburban Co., to repair the street between the rails
of their track on ureely Street between Pine and Churchill Streets.
On motion of Councilman Campbell the proper officers were instructed to
purchsee 10,000 gal of Tarvia 'B' from the Barrett Manufacturing Co., at 8 } cis
per gallon, f. o. b. Stillwater. The President appointed Councilmen Campbell and toerz as a committee to
confer with the City Engineer relative to the erection of a loading apparatus at
the gravel pit, with power to act.
The matter of constructing '1 sewer on Myrtle Street was laid over until
next regular meeting.
Councilman aoerz reported test he had interviewed the property owners on
South Third Street, and that the majority of them desired to have the paving of
said street deferred. Petort accepted and mutter of paving was deterred.

The Chief of the Fire Department stated that In his opinion some of the
water hydrants along Old Sago Street should be moved to Kett Street as they were
ppf no service where they stand, and the baiter was referred to the Chief of the
Fire Department and City Engineer to investigate and report on at next meeting.
Tne Mayor reported having purchased a flag for the City Flag Staff at a
coat of 16.00 .
A number of resident on Laurel Street were present and were given en
opportunity to express their views on tarvi9 assessments, and were informed that
the time for filing objections was past. as the time set for Leering On said matter
was set for Aug. 27„ and there being no one present et said meetltg to enter a
protest of any kind the assessment had been duly and legally levied.
Committee appointed to look into the refunding of bonds due Oct. 1,made
verbal report end recommended that the city pay oft i2e,000.00 of said Dome when
due and refuvt the balance of 64000.00.
A resolution authorizing the issue and sale of Refunding Bonds of the City of
Stillwater to the amount of 134000.00, was presented, and upon r011 call it was
unanimously adopted.
All ordinance prohibiting the draining Or depositing of gasoline and other
similar material in any sewer was presented by counciiman Campbell, and upon
moiler/ of Councilman Voerz the same was placed on its ft'rst reading end passed
and laid Over until the next regular meeting in accordance with the provisions of
the City Charter.
A Resolution calling a special meeting to open and consider bids for
Refunding bonds to the amount of 64000.00 was introduced and read, and upon
roll oail the same was unanimously adopted.
♦.Resolution authorizing the mayor to borrow tot to exceed 140,000.00
in anticipation of the tax levy was presented and read and upon roll call the same
was unanimously adopted.
A Resolution fixing the salaries of certain city officials and employees and

The City Attorney was authorized to make a settlement with Teter Thueson
for i50.00,for right of way in the opening and widening of West Olive Street.

and stated that Mr. Atwood,deslred to have the Hydrants remain where they were end that
he would open the street so that access to said Hydrants could be had at all times,
City Engineer also reported that owners of property adjoining HancocX street on
the south, from Fifth to Holcombe street had placed 9 fence in Hancock street, and on
motion of Councilman Murphy the City Engineer was directed to notify the owners of
said property to remove the fence to the street line. The City Engineer to locate
the proper line.
Mr. Reiliey, Bridge tender, stated that the house on the pontoon and the bridge
at the giant end needed repairs, and the City Engineer was instructed to lnveetlgate
