Dr. Y. A. Lennox, T. R. Cox:ve:.se and Rev. Kinney were present and a:Lf-eased
the Council relative to aisoirbing noises and destruction of proD''rty In the rest-
�ence districts of the alty, and urged that additional patrolmen be placed on the
hills at night.

having extra patrolmen or. the hills at night, an:i moved that the chnlr appoint a
committee of three to confer with the Mayor relay:ve to solo matter.
President Johnson resumed his seat and Alderman Starkel expressed himself
as being OnpOeed to the appointment of addltlonal patrolmen.
Motion was carried and the chair appointed Aldermen, king. 1Clrpby and
Johnson as such committee.
F. T. Wilson, on behalf of the directors of the Auditorium Company and the
Dtrectora or the Booster Club, addressed the Council relative to the ct;(:atructton
Of the new Armory near the Auditorium building, and asked that a conference of
the Mansell, the directors of the Auditorium Company and the Booster Club be held
before the Oouncill tool any aet.on.
On motion of Alderman Wells, the bids for installing a central heating
Plant et the Fire Engine douse were opened and read.
Bide were read from M. M. Peaslee, R. L. But er and the Andrews Heating
Co., of Minneapolis, The blda not being uniform on motion of Alderman Bordwell
they were all rejected.
On motion of Alderman Wells the motion which was ca:•led directing the
chair to appoint a committee of three to confer with th- tlayor relative to the
appointment of extra patrolmen on the hills was reconsidered.
Vote tahen on the original motion, the motion wan lost.
Alderman Wells moved that the &ayor be requested to appoint three addi-
tional Datroimen,for service at night in the residence alstricts was voted upon
and lost by the following vote, viz;
Aldermen Bordwell, Vella and Pi silent Jr hnson (3) voting Yea and Aldermen
Bui•tz]aft, Glebler, Kind;, Meister, turphy, and Startel (6 ) voting Nay.

Minutes Of last regular meeting held August 5th and regular adjourned
meeting: held August lath read and approved.
Application, with bond attached, for renewal of ligour license of Brown &
Wirth, Was presented and read, and on motion 0f Alderman Murphy, was accepted,
ordered filed and license granted.
ADS1lcation of Elbin Hanson. fo: Cigarette license was on motion of
Alderman Murphy accepted, ordered filed and license granted.

contracts and bonds of Fraser & Danforth for construction of the North
Hill Outlet Sewer and the so-cal.ed South Broadway Sewer and Outlet,were
presented, and on motion of Alderman King same were accepted, bcnds approved.and
ordered filed.
City Engineers Final Estimate on the construction of the So. Holcombe
and So. Martha Street Sewers, showing a balance due Irvin Ross of 050.00, was
on motion of Alderman Vella, accepted, ordered filed and confirmed.
On motion of Alderman Murphy the City Treasurer was instructed to cancel
the sidewalks assessments against a strip of unplatted land about 406 feet long,
between the west line Of Lot 12 BlOCK 4 of Sabine Addition and Owens Street,
said property having been acquired by the City.
Report of Sewer Committee recommending the construction of Sewer in
South First Street. was read and on motion of Alderman King accepted and ordered
riled.
Alderman King for the Finance Committee reported that they recommended
the issuance of bonds in the sum of 025,000.00 in denominations of 0100.00 each,
to mature ten years from date of Issue at 52 per antrum, and on motion of
Alderman Murphy the report was accepted and action deferred until next regular
meeting.

Resolution N0. 2240.
On the Construction of Sewer in So. Martha Street was adopted by the following
vote, viz:- Aldermen Hordwell, Burtzlaff, Giebler, King, uetstu , Murphy,
Stuns', Vella and President Johnson (9) voting Yea.
Ordinance committee asked for further time to prepare ordnance governing
Street rprrnicling, which was granted.
On motion of A.de.rman Hordwell the Light Committee were authorized to
have the street lights installed as recommended by the Lighting Committee
in their report July 24th 1913.

mously adopted and confirmed.
On motion of Alderman Murphy it was decided to furnish the Lily Lake Ice
Co., 18 or 20 loads of crushed root, free of charge at the Quarry, said rock
to be used under direction of the Street Committee on or near the west end of
Pine Street.
On motion of Alderman Starke'. the matter of taking care of the water
In the creek at or near the St. Paul House was referred to the Sewer COeetlttee
to investigate and report on at next meeting.
On motion of Aldermen Wells the City Clerk was instructed to
notify the Health offlee:8 of the City to require the property owners along
the creek running from Second Street to the plant of the Western Shoe Co.,
,to cease using the same for sewer purposes.
On motion of Alderman King the Sewer Committee was instructed to confer
wlth M. m. Prattles, with reference to the construction of a sewer from the
proposed location of the new heating plant to the sewer on Third Street,
with power to take such action as they deemed necessary.
OILY Attorney B. D. Buffington asked for a leave o1 absence oof two weeks
which was grantedsupon motion of Alderman Wells.
On motion of Aldermen King. the Sewer Committee was Instructed to assist the
City attorney in procuring right of way over private property for the North
Hill Outle t Sewer.

Mr. Lynch, representing the Kiesell Motor Car Co„ addvexsed the Council
end explained the advantage in using a motor Oar for conveying crushed rock
1n place of teams, and on motion of Alderman King the matter was referred to the
Street Committee to investigate ..
Communication from the Consumers rover Co., oftert:d; to install lights on
the bridge crossing the Et. Croix river, at a cost not exceeding $200.0000 the
City, as follows:-
• The Company will furnish the lighting free, provided the Council agrees
to make this installation under the following terms:
We will absolutely guarantee to light the bridge as Song as the present
street contract is in force. At the expiration of this period, the company shall
have either the option of extending the lighting of this bridge tree for a period
of three Years or else refund to the City 5G; of the actual coat of instating
the system. It is understood that under either proposition the line is to be the
property of the Company^. We w111 install any number of lights You may see fit".
and on motion of Alderman Starkel the proposition was accepted, and the llchting
Committee instructed to hove contract drawnand lights installed.

pay for Stone Crusher, was on motion of Alderman King, accepted and ordered filed.

Financial Statement for the month ending Aug. 31, were presented end read, and 0n
motion of Alderman King, were accepted, Ordered filed and referred to the Finance
0ommittee,
Sewer Committee asked for further time on the matter of the open aver at or
near the St. Paul House, and on motion of Alderman Murphy the same was granted.
On motion of Alderman King, the City Attorney was Instructed to prepare
form of bonds to be used for the #25,000,00 bond Issue, and have same printed,
On motion of Alderman Burtzlaff, the Street Committee was te,strueted to re—
quire the Street Railway Company to use the same material in filling between the
tracts as is used by the City on unpaved streets.
On motion of Alderman Murphy the Sewer Committee was instructed to have the
Sewer from the boiler room of the Engine House to the Third Street Sewer constructed
as rapidly as possible.

On motion of Alderman King the matter of exchanging certain incandescent
street lights near the City Hospital for Arc lights, was referred to the Lighting
Committee to investigate and report on same at next meeting.
On motion of Aldermen Bells the Street Committee was instructed to
require the Superintendent of .ths: Stone Quarry, -to make week,Y reports to the City
Clerk Of all rock sent out from the quarry and to the m and where delivered.
On motion of Alderman Burtzlaff the Street committee was instructed to
look into the matter of conveyors for the stone quarry and report On Same at next
meeting.
On motion of Alderman Burtzlaff the Street Committee was Instructed to
ascertain whether the fertilizing qualities of the dust from the stone crusher
would be damaged by exposure to rain.
a.ayor Poster presented a communication from the City Attorney, stating
that in his opinion it woula be desirable for our City to become a member of the
League of Minnesota Municipalities, which communication was endorsed by Mayor
Mosier end Alderman Murphy, and On motion of Alderman Bells it was decided that
emir City should become a member of wild League,
