Motion by Commissioner Rheinberger, seconded by Commissioner , to approve the minutes of
the September 16, 2021 special meeting. All in favor.

Short Term Home Rental Parking Mitigation - 224 Main St S
Zoning Administrator Tait reported that the property at 224 Main Street South is operating a Type C
Short Term Home Rental (STHR) that was approved for two bedrooms, requiring one parking space.
The property owners would like to offer an additional bedroom to guests, necessitating an additional
on -site parking spot. The property has no on -site parking spaces and currently mitigates for one
parking space. The property owners are requesting to mitigate two downtown parking spaces.
Because the City is still below the 20% "non -transient" vehicle threshold, staff recommends approving
the mitigation of one more parking space at a cost of $10/month for a total monthly mitigation cost of
$20 for this property ($240/year).
Chair McAllister noted that the applicants are responsible for providing the overnight parking permits
and informing their guests where to park.
Councilmember Junker pointed out that parking mitigation for STHRs, which requires a mitigation fee
based on number of bedrooms, differs from business parking mitigation, where if a business use
changes, resulting in less than three parking spaces difference, there is no additional parking
mitigation fee because there is a threshold of four or less.
Motion by Commissioner Rheinberger, seconded by Commissioner Lepage, to approve mitigation for one
additional parking space for the STHR at 224 Main St S provided the applicants inform guests where they
can park and supply the permit. All in favor.
Lora Event Center Parking Mitigation
Downtown Parking Commission Meeting October 21, 2021
Mr. Gladhill explained that Elevage Group has submitted a Design Permit application to convert the
rear of the Grand Garage building, formerly Lion's Tavern, into the Lora Hotel Event Center. There are
two major components of the project: reconstruction of the Nelson Street Entrance (south facade);
and reconstruction of the outdoor patio. Considering the previous use and the joint nature with the
Lora Hotel, staff recommends a compromise of mitigation of 15 parking spaces at the current
mitigation fee of $10/month ($150/month total). As the Downtown Parking Commission is aware, the
City is evaluating a better way to handle mitigation fees in the future.
Commissioner Glynn asked how the suggested parking mitigation of 15 spaces versus 33 was
calculated.
Mr. Gladhill explained that staff figured one parking space per three seats based on the floor plan
provided, then backing out the 20 space credit which is 1 space/120 square feet for the restaurant
that was there before, with a potential compromise considering how many attendees of the event
center might also be hotel patrons, and considering the full credit for the outdoor seating. Staff felt
giving the credit for 50% for the outdoor space and the joint use seemed appropriate.
Mark Ogren, one of owners of the Grand Garage and investor in the Lora Hotel, stated that the Grand
Garage has struggled to fill the back space. Using it as an event center in coordination with the hotel
will provide a more predictable revenue stream especially in the winter.
Corey Burstad, partner in the Lora, said the space will be rented for private events with 100-150 max
capacity, mainly to people who are already staying at the hotel. It likely will not be open seven days a
week, but probably 90-100 days a year. He added that parking in the existing lot is difficult due to the
steep hill and rocks falling from above.
Commissioner Glynn commended the team for cleaning up the property and asked how valet parking
is working.
Mr. Burstad said they had to stop valet parking due to COVID. They have slowly brought it back as an
option. Valet parking is an important service of the hotel.
Councilmember Junker remarked that the City has allowed parking mitigation for businesses since
2006. This is probably the most unique request because it is a multi -tenant building. He understands
there will be some common use of the event center from hotel guests, but no matter what, the event
center will still impact parking and warrants some type of parking mitigation, allowing for a creative
solution that gives credit for the existing business.
Mr. Ogren stated that because weather is unpredictable, they would never plan on seating people both
outside and inside, so the full capacity will never include both the patio and inside seating.
Mr. Gladhill reminded the Commission that mitigation must be based on the current code, as it has not
yet been updated. The recommended mitigation is based only on the interior floor plan, knowing they
would not have events in both the patio and inside at same time.
Councilmember Junker said after the joint meeting, the DTPC and City Council are considering
increasing the parking mitigation fee. A parking garage is planned, likely on the old Shorty's property,
but realistically it probably will not be built for another seven years or so.
Mr. Burstad said the Lora Hotel is probably the most expensive per room redevelopment in the Twin
Cities and the Midwest, with property taxes $240,000/year for a 40 room hotel. Last quarter they
collected over $20,000 lodging taxes. He asked the Commission to consider at what point to keep
burdening businesses. The parking ramp issue needs to be addressed immediately. The City stepped
up to help businesses during COVID but it has to be balanced throughout the year to be successful.
They don't want to keep being eroded by taxes and fees. They need this space to host the people who
will spend money in town.

Councilmember Junker remarked the City made progress by acquiring the Shorty property. The
parking ramp will be a $13 million project and the City is still paying off the other ramp.
Chair McAllister noted the DTPC serves a lot of stakeholders. It has a multi -pronged strategy and a lot
of work ahead. There is a three to five year plan approved through the Council that includes changing
the way the parking system works, improving wayfinding, inversion so that pay parking is in the
center and free parking is further away, and influencing behavior. As businesses pay into the system,
they also add demand onto the system and the Commission accommodates that the best way possible.
Businesses and the City have to work together.
Mr. Burstad noted that guests who visit the Lora likely visit three to four other businesses too. As
someone who is investing in the downtown, he would like to know what is the plan, and to have
reassurance that everyone on Main Street is bearing the burden.
Councilmember Junker said for 16 years, parking mitigation has been consistent with every business
that has come in, but the businesses existing prior to that are not paying mitigation fees. The Lora and
the Crosby are tremendous assets to Stillwater. Because of everything happening downtown, the
City's budget has gone up tremendously due to the dynamics of a vibrant downtown, yet the City is
not getting anything from that other than lodging taxes. The City receives no other business tax.
Commissioner Rheinberger asked what the applicants think is a reasonable compromise.
Mr. Burstad answered they will be lucky to complete the renovation in three to four months. They
would like to wait to be charged parking mitigation until they open. They don't think the staff
recommendation is unfair, it's just more or less. The Lora will be paying $5,000+ a year for parking
mitigation between the two properties.
Mr. Gladhill remarked that is still less expensive than building a surface lot.
Mr. Burstad said he would like to know the big vision, what is needed for the City to operate, rather
than having several different fees and taxes that businesses pay even before they even open the door.
Mr. Ogren said the Grand Garage has difficulty keeping tenants and loses money every year due in
part to real estate taxes. He is to figure out a way to make it a viable building. He would be concerned
if an amount is agreed to, and then all of a sudden it's not $10, it goes to $20 or $30.
Councilmember Junker pointed out the $10 parking mitigation fee has not changed in 16 years.
Motion by Chair McAllister, seconded by Commissioner Rheinberger, to approve parking mitigation of 15
spaces for the Lora Event Center, at $10 per space, beginning when the business is operating. All in favor.

Engagement Process
Mr. Gladhill reported that staff has met with the Chamber regarding the downtown parking system. A
kickoff meeting will take place at the end of this year or early next year as well as a workshop with
downtown businesses to discuss strengths, weaknesses and tools available.
Commissioner Lepage brought up the discussion at the joint meeting with the City Council, about
reorganization of parking fees downtown to push free parking out of the most desirable areas, in a
way that doesn't negatively impact the businesses. He is not sure the concept was distilled in the
meeting to simply say, change the parking structure and make sure the businesses are protected.
Mr. Gladhill said staff will make sure that is heard as the general direction for the next workshop.
Chair McAllister noted that identifying the buy -in process for businesses should be the next step.

Councilmember Junker stated at the joint meeting, the Council seemed receptive to changing three-
hour parking. The last time the City changed the parking landscape was seven or eight years ago and
the businesses were adamantly against having pay parking throughout the downtown. Obviously,
Stillwater has changed in eight years, and businesses' input is needed. What the City must "sell" to the
businesses is, what is the benefit to their business to changing the parking structure.
Mr. Gladhill agreed the City needs to build consensus and do better public engagement in addressing
parking changes.
Public Comments regarding parking_ramp received since last meeting
Chair McAllister shared a personal example of how parking signage is not clear at all. She really would
like to bring signs back on the table.
Mr. Gladhill said he and Zoning Administrator Tait will address signage as workload permits. He also
will give an update on winter events being planned, including the World Snow Sculpting
Championship which will be in Stillwater for the next three years.
Chair McAllister asked staff to include a standing event calendar at the back of the agenda packets.

PLANNING REPORT
TO: Downtown Parking Commission
MEETING DATE: November 18, 2021
APPLICANT: Mike Murry & Jeff Freitag, Owners of St. Croix Sauna LLC
REQUEST: Consideration of a request to utilize parking stalls in Lot 4 for the
installation of a temporary sauna for the winter season.

INTRODUCTION
The owners of St. Croix Sauna LLC have made a request to install a mobile Sauna in City
Parking Lot 4, from December 1st, 2021 thru May 16th, 2022. The sauna is on a 9'6" wide and
32' long mobile hydraulic trailer that lowers to the ground. It will be available for groups to rent
for 75-minute sessions from 9AM-8PM Friday -Sunday. Also, there is proposed to be an
attendant staffed at all times that will instruct the guests on how to enjoy the sauna, monitor and
assist with any questions, and clean the sauna after every group. In addition, they would like to
place some chairs outside of the sauna for guest to relax and cool down between sauna sessions.
The applicants have been working closely with the Water Street Inn, whom are interested in
having this be an additional amenity nearby for their guests and have given their full support for
this project. The City did originally recommend to the applicant that the sauna be located in
Water Street Inn's private parking lot, but Water Street Inn is unable to accommodate that since
they have just enough parking for their guests.
It is important to note that the City has received another application which requests to use part of
Lot 4 for much of this same time period. The City has received a request for an ice-skating rink
in the southern section of lot 4 for the dates of ASAP thru March 18th, 2022. After reviewing
both plans it does seem physically possible for both of these structures to share parking lot 4.
Though, in reviewing the staff report for the ice-skating rink, the Fire Department stressed the
importance of two access points to the ice-skating rink, and the Sauna could potentially
jeopardize one of the access points.
SPECIFIC REQUEST
The applicant is requesting the use of parking stalls in City Lot 4, for the placement of a
temporary sauna (from December 2021 until May 16th, 2022). The applicant is requesting one of
the two possible locations within lot 4, with the first location being the preferred choice:
1. Four parking stalls in the northeast corner of the lot (outline in yellow on attached
reference map).
2. Two parking stalls in the northwest corner of the lot (outline in orange on attached
reference map).
POSSIBLE ACTIONS
The Planning Commission has the following options:
A. Recommend, to City Council, approval for the applicant's "Location 1" request, for the
use of four parking stalls in City Lot 4 for the cost of $1,050.00 (see "Fee Calculations"
sheet).
B. Recommend, to City Council, approval for the applicant's "Location 2" request, for the
use of two parking stalls in City Lot 4 for the cost of $525.00 (see "Fee Calculations"
sheet).
C. Table the request for additional information.
D. Recommend, to City Council, denial to both Location 1 and Location 2 requests. With a
denial, findings of fact supporting the decision must be provided.
FINDINGS AND RECOMMENDATION
The City is very interested in new ideas that enhance the Downtown experience and help to bring
more guests and business to Stillwater. And while this is an idea that could aide in the City
Council's Strategic Plan Goal to make Stillwater a year-round destination, the City has hesitation
adding any more moving parts to Lot 4 in the context of the Wintertime in Stillwater Series.
There are concerns about how much activity and structures in Lot 4 is starting to push the limits
to what can safely be achieved in this particular lot. Additionally, Staff would recommend
seeking a letter of support from the Planners of the Wintertime in Stillwater event series. Finally,
since this appears to be a for -profit endeavor and less of an ancillary extension to Water Street
Inn, Staff recommends that the Sauna is not located in City property on Lot 4, but rather on
private property.

conversation, we would like to seek approval to place our sauna in one of the cities parking lots from
December 1st, 2021- May 16th, 2022.
The Sauna will be the ideal complement to Stillwater's residents, nearby businesses, and wintertime
activities. It will be available for groups to rent for 75-minute sessions from 9AM-8PM Friday -Sunday.
We may adjust the day and times as demand dictates. We will have an attendant staffed at all times that

wide my 32' long. We would also like to place some chairs outside of the sauna for guest to relax and
cool down between sauna sessions. We will need power which we will coordinate with the Water Street
Inn or the city depending on the placement of the sauna.
Our preference for the sauna is the parking lot to the east of the Water Street Inn. In the picture below
I've outlined our number 1 preference highlighted in yellow and our number 2 preference highlighted in
orange.

Re: Ice Rink in Parking Lot #4 Event
BACKGROUND
The event organizer is proposing to pay the rental costs ($10,000) and the costs to install the 40' x 116' skating
rink in the southeastern portion of Parking Lot #4 (also including these additional costs: maintenance and
upkeep, all insurance coverage, public bathrooms (in the hotel), use of the ballroom area for warming space
and team meeting area, and use of heaters on their outside patio. They are, however, requesting that the City
waive of all city fees associated with this request.
POSSIBLE ACTIONS
The Planning Commission has the following options:
A. Recommend full payment of $2,251.50
B. In recognition of this being a community amenity, recommend a reduced rate
C. Per applicant's request, recommend a full waiver of fees.
D. Table the request for additional information.
RECOMMENDATION
Staff recommends "Action B". Since this is a community amenity being installed at the cost of the applicant,
Staff recommends that the DTPC work with the applicant to determine a reduced parking fee .

Re: Ice Rink in Parking Lot #4 Event
BACKGROUND
Mr. Chuck Dougherty with the Water Street Inn/Summer Tuesdays, Inc. has submitted an event
application for an Ice Rink in Parking Lot #4 to occur from January 8th to March 20th, with set up
on January 1st through January 7th. This event occurred last year during COVID, but was not
reviewed by the Downtown Parking Commission. The event organizers have been in discussion
with other event organizers to use this rink for other events including: Pond Hockey, St. Croix
Curling, Winterfest and Fire & Ice. They are proposing that when the rink is not being used for
events, that it will be open for public skating. The rink will be set up starting on the southern
and eastern edges of the parking lot.
The event organizer is proposing to pay the costs to install the 40' x 116' skating rink in the
southeastern portion of Parking Lot #4 along with the following costs: costs for upkeep, all

The Downtown Parking Commission should make their recommendation to City Council for this

Ice Rink on Parking Lot #4
Michelle Margo and I again working on having an Ice Rink installed Parking Lot #4
as part of Wintertime in Stillwater. Last year went great with many families enjoying
some ice time, even the Stillwater Girls Skating held practicing on the rink once per
week. We will also host Frozen Flannel to this downtown rink. We are in talks with
other organizations about using this rink (Sara Jaspersen; Pond Hockey, Jim
Honsvall; St. Croix Curling, Judd Sather; Winterfest, and Chamber of Commerce;
Fire & Ice).
When the rink is not being used for events, it will be open for public skating.
Our hope would be to start setting up the rink right after the 1st of the year, once the
European Market is done.
Water Street Inn will pay the cost to again install a 40' X 100' rink on Parking Lot
#4. We will also provide:
• The cost of the up -keep.
• All insurance coverage that is required
• Public bathrooms (in the hotel)
• When there are events going on rink, our ballroom area can be used as a
warming space and team meeting area.
• We will also have heaters going on our outdoor patio space and in our covered
patio.
What we would need from the City is:
• Approval to use lot #4 from now until Mid -March
• Extension of our liquor license over Lot #4
• To move some benches / tables around the rink.
• Use of city fire hydrant for the first two floodings (will use water from hotel

The riverside ice skating rink is an integral part of our community -wide strategy
to sprinkle events throughout the winter season to attract overnight stays
during the toughest months through the unified campaign of "Wintertime in
Stillwater". The ice skating rink is also an asset to locals seeking free, safe
outdoor activities especially since we are still in a pandemic. With tourism as
the largest economy in Stillwater, all events that are a part of this campaign
could be argued to be helpful to the cause and therefore benefit the city,
residents, business owners, and visitors. As a new event last year, it takes a
while for it to gain momentum but we are hopeful that expectations were set
and more people will return to this beautiful ice skating rink attraction open to
all. Consistency with our events is essential to longevity with our joint
community goals for winter.
While our current $50K advertising push is mostly geared towards the holiday
season, we have been working with a PR agency as of last July ($10K) to start
promoting Wintertime in Stillwater events so that Stillwater could get on the
Tong -range plans for magazine editorial calendars as an example. If the ice
skating rink were not to happen it would be a bit embarrassing that we've
already mentioned that is coming this January. We mention it in our blog and
calendar on our website (annual visitors typically 400K) and a photo was used
in print advertising already. Prior to listing these events, we verified what was
set to occur in 2022, so changes to that plan this late in the game are
frustrating as the word is already out and the media is aware of the ice skating
rink.
We sincerely hope the ice skating rink can continue for 2022. As I understood it
with initial meetings of the Wintertime in Stillwater committee last year, the goal
was to try all of this for three years - lights, ice place maze, winter sporting
events, ice rink, etc. then re-evaluate so changing course now would be
unfortunate.

I just got word that the City of Stillwater is opposing the outdoor skating rink at
the Water Street Inn for this winter. I am writing to express my sincere sadness
that this is being considered. I have multiple children who used that rink last
winter and it was absolutely wonderful.
My two hockey -playing daughters had numerous team bonding skates out
there, which were some of their best memories from the season. They were
able to just have fun in a small, private space at no expense. It was so great!
My other daughter is on the Stillwater High School Varsity Figure Skating team.
With the cancellation of their season of performances due to COVID last year,
the girls were able to use this wonderful community space a few times. They
did draw a little crowd and the people seemed pleased with their performance.
Although there are other spaces in town, the setting is beautiful, unique,
well -maintained, small, private, FREE.... I could go on and on. The Water Street
Inn was so gracious to allow many groups in the community to use their rink at
no cost I also saw some community members there using the ice at other
times during the season. I cannot imagine this rink not being available again,
as it was such a staple in our lives last winter. Please pass along this message
to the decision -makers. I certainly hope they reconsider.

The Stillwater Varsity Skating Team would love to extend their sincere gratitude
towards the Water Street Inn for funding the FREE community ice rink on the St.
Croix River. Using the rink was free, you read that right. How much profit can
there be for Water Street Inn? I have lived in many communities where the city
funds and operates their own ice rink with the parks commissions, I know that
Oak Park Heights has several community rinks that are great recourses to their
n eighborhood.
Stillwater does not have a downtown city -sponsored community ice rink. The
good people at the Water Street Inn saw a need and joined the Wintertime in
Stillwater Events with all of the lights and offered something to enhance the
Hallmark feel in our small little river town that we all know it deserves.
Downtown Stillwater deserves to have an ice rink and if the city of Stillwater will
n ot pay for it, I am sure glad that we have businesses like the Water Street Inn
that will do the right thing.
Getting to utilize the downtown river ice rink was the highlight of the season for
o ur Girls. There were always people out for a walk that stopped to watch the
Team skate and cheer them on. Seeing the smiles on people's faces is what
wintertime in Stillwater is all about.
So disappointing to hear that the Water Street Inn is feeling opposition.
