Mike Polehna and Ken Harycki
Councilmember Kriesel was elected as a Washington County Commissioner
for District 3 in the 2004 Elections. As a result, Mr. Kriesel had to resign his
Councilmember seat for Ward 4. Mr. Kriesel served two years as Councilmember
for Ward 4. His dedication to his constituents and the entire community are to be
commended. He will be missed by members of the City staff and we wish him well
in his position as County Commissioner. We miss you Gary!
Mike Polehna was appointed in 2005 to complete Mr. Kriesel's term representing Ward 4. Mike grew up
in Cedar Rapids, Iowa. After graduation from high school he attended Winona State University and earned
his B.S. degree in Recreation and Leisure. In 1978, he began his career as the Parks
Manager for Washington County and has worked for the County for 26 years. He
and his wife, Joni lived in Oak Park Heights for 8 years and have lived in Stillwater for
18 years. They have 2 boys — Andrew (23) and Jordan (21) who are both seniors at
Winona State University. Included among many volunteer projects he chaired the
Jaycees Sports Complex; was a member of the St. Croix Valley Sports Facility
Commission, which raised the money to build the sports facility and has served as
the President of the St. Croix Valley Chapter of the MN Waterfowl Association. In his
spare time his hobbies include hunting, fishing and training dogs. He enjoys playing,
watching, coaching and refereeing many different sports. He also sings in the church choir. Mike applied
for the City Council position because he enjoys giving back to the community and making it a better place
for all of us to live. Congratulations Mike!
Ken Harycki was elected in 2004 as the Councilmember representing Ward 2.
JR" Ken grew up in Milwaukee, Wisconsin. After graduating from high school he attended
UW Madison and earned his BA in Finance, he later finished his Masters degree from
Carlson School of Business and is now self-employed as a CPA.
He and his wife Mary moved to Stillwater in 1995 to raise their family, they have four
children Mike (11), Stasia (7), Katya (4) and Ken (9 months).
Ken serves as a volunteer board member with two not for profit groups, one of them
is the Home Share St. Croix based in Stillwater, which helps homeowners needing 10-
20 hours a week of non medical assistance to stay in their own homes. The other, EDU, works with
advancing and reforming ideas in secondary education. He's also an Eagle Scout, past Cubmaster and
active in Boy Scouts (both he and his wife are active in scouting with their kids). Ken is a resident of the
North Hill. He looks forward to serving the residents of Ward 2, as well as the entire community of Stillwater.

FRIENDS OF STILLWATER PARKS 10TH ANNIVERSARY
Join Friends of Stillwater Parks as we celebrate our tenth anniversary
with a year of exciting events. The year was kicked off with a January
fun family narrated walk in the Brown's Creek Nature Preserve. Here
is a sample of what's to come:
• A spring social will be held to thank our volunteers who do
such a fabulous job creating beautiful gardens within the
city's parks.
• Come by and visit us at our booth during Summer Tuesday
events in downtown Stillwater along the banks of the St.
Croix River.
• Lumberjack Days is around the corner. A parade unit is in
the works. Families and individuals are invited to
Rollerblade, bike, walk or run the parade route with us.
• Look for Art In The Park, an afternoon of art and creativity for
children and their families at Pioneer Park.
Back by popular demand will be our Buckthorn Removal
Demonstration in late autumn.
The final event of this special year will be the annual Twinkle
Parade through Lowell Park.
If you would like to plan an event for your neighborhood park, or
volunteer on an FSP activity committee, let us know. Neighborhood
events already planned include: Sunrise Park Neighborhood Event
Day in June, Benson Neighborhood Picnic on July 4'h. Old Washington

The City of Stillwater has an ambitious street rehabilitation and
reconstruction program. With over 85 miles of streets in our
community and our harsh weather conditions, we need to be
aggressive to keep our infrastructure from
decaying.
In 2005, the City of Stillwater has a list of
proposed streets for rehabilitation
including: Deer Path, Deer Path Court,
Hancock Street from South Third Street to
Holcombe Street, Marsh Street from South
Third Street to South Sixth Street, Fifth Street
from Churchill to Orleans Street, Olive Street from Owens Street to
William Street, Myrtle Street from Fourth Street to Owens Street, Pine
Street from County Road 5 to Greeley Street, Boutwell Road from
Myrtle Street to Creekside Crossing, Main Street from the River Oasis
to the Brick Alley parking lot, and Interlachen/72"d Street from Mid
Oaks Avenue North to Northland Avenue.
Work on these improvements will begin this spring — probably in
early May. At that time, more complete schedules will be available.
Property owners bordering around these construction areas can
expect partial street closure, construction traffic and noise, rough
road conditions, and other disruptions through the construction
season. Contractors are generally required to maintain local access
at all times but street reconstruction projects are messy and
unforeseen problems such as the weather can lead to challenges.
Therefore, your patience and understanding through the construction
process is appreciated. In return, we will work to deliver a quality
project for an economical price, as quickly as possible. If you have
questions about any of these projects please contact the Engineering
Department at 430-8830.
Did you know that a typical household generates between 8 and
10 vehicle trips per day on our city streets? Those trips to and from
the office, trips to school activities, trips to the store, deliveries, mail
carriers, and all the other odds and ends really add up. A
neighborhood street with 30 homes on it will generate 300 trips a
day all on its own. In addition many streets carry significant thru
traffic that's not related to the neighborhood. When it's all tallied,
many typical neighborhood streets see traffic volumes between
600 to 1200 per day, and some see much more! Some of our
busiest streets have volumes over 5,000 trips per day.
Residential streets have a 30 mph speed limit. That's the
maximum, you're encouraged to consider lower speeds. You can
set the pace. Be a good neighbor and watch your speed throughout
our city— it impacts our quality of life!
IT'S A CLEAN SWEEP!
As part of our effort to keep our town and the environment clean,
the city has an aggressive street sweeping program. Our goal is to
sweep every street at least twice a year, and the downtown twice a
week during the busy summer months. In the spring we begin
sweeping as soon as the snow is gone. Our first priority is to sweep
sensitive areas like our steep hills and areas that drain directly into
our lakes, streams and river. In the Fall, we follow the leaves, and
use various strategies to get the leaf litter up before the snow falls.
With some cooperation from the weather we hope to have most
of the streets swept by this Memorial Weekend. To achieve this we
may run a second shift with the sweeper, working late into the night.
Also we've added a new high volume sweeper, replacing an older
rig. You can help by cleaning your driveway, sidewalk and boulevard
early, and showing patience and respect toward the city crews.
DRIVER FEEDBACK SIGN SLATED FOR MYRTLE STREET
Speeding drivers have become a major concern for many com-
munities in Washington County, including the City of Stillwater. Driv-
ers who exceed the posted speed limits not only place themselves
and others in danger, they reduce the overall quality of life for resi-
dents and neighbors. Recent research suggests that increasing
driver conformance with the posted speed can result in lower crash
rates and fewer deaths.
The challenge is how to improve conformance. Many speeding
drivers are local residents who are comfortable with the area and,
many times unconsciously, speed through their own neighborhoods.
One new technology becoming popular is driver feedback signs
that display to the driver their actual speed. Similar to the trailer
mounted signs law enforcement agencies use, these signs are
mounted "permanently" in the ground and remain at a single loca-
tion.
Washington County will be installing a Driver Feedback Sign in
Stillwater this spring. The location will be on eastbound County
Highway 12 (Myrtle Street W) near the intersection of Brick Street
where the speed limit changes from 50 mph to 30 mph. The instal-
lation of the sign is expected to cost approximately $10,000. The
sign will be installed by June 1, 2005.
What About My Street?
If you're wondering when your street might be reconstructed,
check the City's website at www.ci.stillwater.mn.us. Under the
section titled "Maps" you can view a copy of the pavement
management map. It shows the condition of streets around town.
If your street is marked in orange or red, it's probably close to
needing a rehabilitation project. That means assessments in the
range of $3,000 to $8,000 should be in your budgeting plans.

Winter Fire Safety Tips
Winter and the cold weather are here to stay. All of us try to make a nice, warm, cozy, safe place to spend the next several months.
But, if you don’t “Watch What You Heat”, it can be disastrous and sometimes deadly. In regards to fire, the most dangerous place to
be is in your home. Heating fires are the number two cause of residential structure fires in Minnesota. In fact, over $3.5 million in
damages were recorded during the heating season in 2002.
The following are some basic fire safety tips you should practice:

Use a yardstick to measure a three foot clearance between anything that can burn and your heating appliance.
?
Always turn off portable heating appliances when retiring for the evening or leaving the room.
?
Have chimneys, fireplaces, and other heating devices inspected by a qualified professional every heating season.
?
Use a sturdy screen or glass closure in front of your fireplace, and burn only clean fireplace wood. Never burn treated
lumber.
?
Inspect heat tape before using. Never thaw frozen pipes with an open flame.
?
If you smell natural gas or propane in your home, call your local utility company or a qualified professional heating
contractor immediately, and follow their advice.

Install smoke alarms on every level of your home, including the basement, and them monthly.

Install a carbon monoxide (CO) detector in your home. CO is a poisonous gas caused by incomplete combustion and has

Keep an emergency supply kit in your car. Your supply kit should include: 3-pound coffee can, candles, matches, cup, red bandana
and plastic whistle, pencil and paper, cell phone, first aid kit, essential medications, flashlight and spare batteries, large plastic
garbage bags, safety pins, bottled water and snack foods, blankets, warm boots and clothing, safety flares, shovel, bag of sand.

CO Poisoning Can Kill
You say you have a slight headache. You’re nauseous and dizzy. You have no energy and are tired. Sounds like the flu, right?
It’s possible. But these same symptoms can be the signs of CO, carbon monoxide, poisoning.
All fuels, (coal, diesel fuel, gasoline, kerosene, natural gas, oil, propane, wood) give off carbon monoxide when burned. This
CO is colorless and odorless. Because you can’t taste or smell CO it is often called the “silent killer”. When your body takes in CO, it replaces
the oxygen cells your body needs to function properly. When too much CO gets into your blood stream, you may become disoriented before
realizing you are in danger. CO poisoning is especially toxic to infants and children, pregnant women, the elderly, smokers, people with
anemia and respiratory problems.
So how do you know if you have a dangerous level of CO in your home? First, you should install UL approved standard 2034 CO detectors
in your home. Install one on every level and in the vicinity of the heating unit. Make sure the alarms can be heard from every sleeping area.
Test the alarm monthly. Second, you should ask yourself the following questions: Is anyone else experiencing the same flu like symptoms?
Do the symptoms occur only in the house? Do they disappear or decrease when you leave the home and reappear when you return?
If the alarm sounds make sure that it is the CO alarm and not the smoke alarm. If there are no symptoms, call your local fuel supplier or a
qualified appliance technician. If you are having symptoms leave the building immediately, leaving the doors and windows open.
Call 9-1-1 from outside the affected area. Seek medical attention.
With new energy-efficient measures built into homes they may be more susceptible to CO poisoning because they do not allow enough
fresh air in the home to dissipate normal CO output. Qualified professionals should perform installation and yearly maintenance of fuel
appliances.

Snow Plow Reminder
The City of Stillwater’s snow removal staff will be working hard to provide efficient and quality service to the residents of Stillwater during the
winter season. With a forecast of 2-5 inches Public Works personnel begin plowing, after the snow stops. For a forecast of 6-10" they begin
after approximately two inches have fallen. Eight drivers plow approximately 70 miles of commercial and residential streets. Most streets
require four passes to be cleared curb to curb. There are also approximately 400 off-street parking stalls in the downtown area. Public Works
plows snow from the middle of a street to both sides, to even up the amount of snow that is deposited on each side of the street. The City’s snow
plowing priorities are:
1. Major collector streets.
2. Downtown parking lots and streets.
3. Commercial district streets.
4. Local steep grade streets.
5. Remaining local streets.
Downtown parking areas receive high priority only during nighttime plowing operations when the lots are empty. If plowing begins during
business hours, parking lots are completed after normal business hours. The goal of the Public Works Department is to have residential
streets plowed within 12 hours after the end of a snow storm and snow removal from the downtown area accomplished within three days.
Skilled snow removal personnel with public cooperation, will ensure a safe winter season for the residents of Stillwater.
By following guidelines and ordinances, winter storm inconveniences and traffic hazards will be minimized.
If your vehicle is found to be in violation of this ordinance (Municipal Ordinance, Sec. 51-5, Subd. 5 - Calendar Parking), you may be issued
a summons and your vehicle may be towed. A violation of this ordinance carries a maximum fine of up to $700.00 and/or 90 days in jail, plus
vehicle impoundment and towing charges.
SIDEWALK SNOW REMOVAL
Clearing of snow and ice from public sidewalks is the responsibility of the property/business owner. Snow and ice must be removed from
sidewalks within 24 hours after the end of the storm (Municipal Code, Sec. 38-01, Subd. 2.2v - Nuisance)
FIRE HYDRANTS
Residents are asked to keep snow cleared around fire hydrants. Should you have a fire at your home this will enable firefighters to provide
a quicker solution for the protection of life and property.
EXTENDED VACATIONS
Residents who leave on extended vacations should have timers on their lights to represent the family’s normal schedule. Have a relative
or neighbor chec k on the proper ty occasionally . Ha v e side w alks and dr iv e w a y cleared and place a car in the dr iv e w a y to giv e the impression
that someone is home. Residents can stop at the police department and fill out a vacation check card; police will check the exterior of the
home as time allows.

Snowmobiling in Stillwater
Snowmobiling is an exciting winter sport. The state of Minnesota has over 18,000 miles of snowmobile trails. Along with the sense of
freedom you get when riding a snowmobile comes responsibilities. It is important to know the local city ordinances and state laws regarding
unlawful
snowmobiling. In the city of Stillwater it is to operate in any of the following places and conditions:

Upon private property without written permission.
Upon any school grounds, park property or golf courses without owners’ permission.

Upon any public sidewalk or walkway.
•
Upon lakes and rivers in the city within twenty five yards of any fisherman or pedestrian.

In any other area where the use of a snowmobile may be considered hazardous to others.

Persons who are 14 years of age, but less than 18 can operate on public streets within the city limits if they have in their immediate
possession a valid snowmobile safety certificate or a valid motor vehicle license. All residents born after December 31, 1979 must have a
snowmobile safety certificate to operate a snowmobile anywhere in Minnesota. Also anyone under the age of eighteen must wear a helmet.
No persons may operate a snowmobile within the city limits during the times of 11:00 P.M. and 7:00 A.M. on Sunday through Thursday
and between midnight and 7:00 A.M. on Friday and Saturday unless it’s for an emergency.
No snowmobile may travel at a speed greater that 20 m.p.h. when traveling on city streets. Snowmobiles must yield the right-of-way to
all other traffic which is approaching uncontrolled intersections. Snowmobiles must operate in single file.

In the continuing effort to promote recycling, the City of Stillwater is providing
Canvas Recycling Tote Bags to residents. Residents can use these Tote Bags for
bagging purchases (instead of bagging them in plastic or paper), use them as a
book bag, or a reusable lunch bag. The bags are fully washable and are imprinted
with the City of Stillwater and recycling logo. The funding for the canvas recycling
totes is from the Washington County Recycling Grant.
