RESOLUTION ORDERING IMPROVEMENTS, ORDERING FINAL PLANS AND SPECIFICATIONS
AND DIRECTING THE CLERK TO ADVERTISE FOR BIDS, LOCAL IMPROVEMENT NO. 166.
WHEREAS, by resolution adopted January 27, 1980, this Council did fix a date
for a public hearing on proposed improvements consisting the of the following:
Payment for the acquisition of the Erickson Diversified property
located at the south end of Main Street and the constructing thereon
a municipal parking lot, including the installation of parking meters
and other appurtenances for parking, the construction of curb and
gutters on Main Street from 25 feet North of Nelson Street to 100
feet south of the Erickson Diversified property, and constructing
drainage facilities appurtenant thereto, and the resurfacing of said
portion of Main Street.
AND WHEREAS, pursuant to notice duly published in the Stillwater Evening
Gazette, official newspaper of the City, on the lot day of February, 1980,
and on the 8th day of February, 1980, and mailed as required by law, said
hearing was held at the Municipal Building at 7:30 o'clock P. M., on Tuesday,
the 12th day of February, 1980, at which time and place all persons desiring
to be heard on said improvement were given an opportunity to be heard.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Stillwater,
Minnesota:
1. That the afore -aid improvement be and is hereby ordered and that the
project be done in cooperation with the State of Minnesota Department of Trans-
portation, and that the Mayor and the City Clerk are hereby authorized to enter
into appropriate contracts in furtherance of this purpose; and that the project
as proposed will cost an estimated $513,000, and the cost thereof shared by the
City of Stillwater, County of Washington and State of Minnesota.
2. That the acquistion of the Erickson Diversified property located at
the south end of Main Street and constructing thereon a municipal parking lot,
including the installation of parking meters and lighting and other appurtenances
for parking shall wholly be the responsibility of the City of Stillwater and
that final detailed plans and specifications be prepared by Short -Elliott -
Hendrickson, Inc. including any other plans that are the responsibility of the
City pursuant to the agreement with the State of Minnesota as set forth in
paragraph one.
3. That the City Clerk be, and she is hereby, authorized and directed to
advertise for bids for the City of Stillwater's share of the construction of
said improvement; to -wit, parking lot, including the installation of parking
meters and other appurtenances for parking; publication, thereof to be made
at least once in the official newspaper of the City, not less than three weeks
prior to the date hereinafter set for opening and consideration of bids. Said
advertisement shall specify the work to be done, shall state that bids will be
publicly opened at 3:00 o'clock P. M. on Thursday, April 10, 1980 and considered
by the Council at 7:30 o'clock P. M. on Tuesday, April 15, 1980 in the Council
Chambers; and shall further state no bids will be considered unless sealed and
filed with the City Clerk and accompanied by a cash deposit, cashier's check,
bid bond or certified check payable to the City, for at least ten (10) percent
of the amount of the bid.
That portion of the project to be done by and in conjunction with the State of
Minnesota Department of Transportation shall be done by the State after con-
sultation with the City, and the State is authorized to prepare final details
plans and specifications and advertise for bids according to law.
