BE IT RESOLVED that the City of Stillwater enter into Agreement No. 59658 with the State of Minnesota, Department of Transportation for the following purposes, to -wit; to provide for payment by the State to the City of the full cost of the construction of a Trunk Highway No. 212 North Frontage Road detachment and realigned Trunk Highway No. 212 Roadway cross -over at the new Washington Avenue intersection to be performed under a contract let by the City and in accordance with State approved city plans and special provisions designated as "North Frontage Road and Cross -over T. H. 212, S. P. 8214-83, S.A.P. 169-114-02 (Local Improvement No. 157)". BE IT FURTHER RESOLVED that authorization to execute such agreement is hereby given to the Mayor and the City Clerk. WHEREAS, (a) Chapter 474, Minnesota Statutes, knownnasitheitinnas the esotapMunicipoalseve l Industrial Development Act. (the "Act") gives revenue bonds for the purpose of the encouragement and development of economically sound industry and commerce to prevent so far as possible the emergence of blighted and marginal lands and areas of chronic unemployment; (b) The City Council of the City of Stillwater, Minnesota (eke "City") has received from Spirit of St. Croix I and Spirit of St. Croix II, limited partner- ships under the laws of the State of Minnesota (the "Company") a proposal that the City undertake and finance a project hereinafter described, through the issuance of its commercial revenue bonds (which may be in the form of a single debt instrument or in one or more series) (the "Bonds") pursuant to the Act; (c) Before proceeding with consideration of the request of the Company it is necessary for the City to hold a public hearing on the proposal pursuant to Section 474.01, Subdivision 7b, Minnesota Statutes; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Stillwater, Minnesota, as follows: 1. A Public Hearing on said proposal of the Company will be held at the time and place set forth in the Notice of Hearing hereto attached. 2. The general nature of the proposal and an estimate of the principal amount of Bonds to be issued to finance the proposal are described in the form of Notice of Hearing hereto attached. 3. The Notice of said Public Hearing shall be in substantially the form contained in the Notice hereto attached. 4. A draft copy of the proposed application to the Commissioner of Securities, State of Minnesota, for approval of the project, together with a form of all attach- ments and exhibits thereto, is on file in the office of the City Clerk. 5. The City Clerk is hereby authorized and directed to cause said hearing to be given one publication in the official newspaper of general circulation availzble in the City, not less than 15 years nor more than 30 days prior to the date fixed for said hearing, as shown in the notice of hearing hereto attached (continued on page 94) • • • 1 '(94 • • RESOLUTION NO. 6676 - continued and all actions heretofore taken by the City Clerk in causing said notice to be published are hereby ratified and confirmed. BE IT RESOLVED, by the Council of the City of Stillwater, Minnesota, that "No Parking" signs shall be installed on the approaches to the Stonebridge School crossing as recommended by the Washington County Highway Department as follows: No parking between the hours of 7:30 A. M. to 3:30 P. M. on school days on the east side of C.S.A.H. 5 (Owens Street) from Hickory Street to Elm Street and on the West side of C.S.A.H. 5 (Owens Street) from 250 feet North of Elm Street to Elm Street. BE IT RESOLVED by the City Council of the City of Stillwater, Minnesota that they hereby authorize the use of $11,090.00 from the Municipal State Aid Fund balance for the off systems construction of County State Aid Road No. 23 (Chestnut Street) from Main Street to South Third Street.
